Standing committees are to expedite and facilitate
the work of the Township Committee, but the entire Committee is responsible
for any and all of its acts. The Mayor, with the advice and consent
of a majority of the Township Committee, shall appoint members of
said Committee to chair standing committees. Among the standing committees
which may be proposed at the annual meeting are the following:
A. The Planning and Zoning Committee.
B. The Finance and Insurance Committee.
C. The Public Safety Committee.
D. The Public Health Committee.
E. The Public Works Committee.
The responsibilities of the Planning and Zoning
Committee shall include:
A. Observation of administration, practices, procedures
and records of the Planning Board and the Zoning Board of Adjustment.
B. Acting as liaison between the Township Committee and
the Planning Board and Zoning Board of Adjustment and all other organizations
or agencies concerned with planning and zoning matters.
The responsibilities of the Finance and Insurance
Committee shall include:
A. Examination and approval of all vouchers prior to
payment.
B. Review, revision of, and all other matters pertaining
to, any insurance coverage of the Township.
C. Coordination of departmental budgets and the final
preparation, explanation and continuing supervision of the entire
Township budget.
D. Acting as liaison between the Township Committee and
the registered municipal accountants and all other bodies or organizations
concerned with municipal fiscal matters.
E. Supervision of the administration, practices, procedures
and records of the Tax Assessor, Tax Collector and Chief Financial
Officer.
The responsibilities of the Public Safety Committee
shall include:
A. Observation of administration, practices, procedures
and records of:
(1) Highway traffic and all matters relating to existing
or proposed street and off-street parking and the regulation thereof.
(4) Licensing and the inspection of licensed premises.
(5) Civilian defense activities.
B. Acting as liaison between the Township Committee and
the State and County Highway Departments, the Municipal Judge, the
Animal Control Officer and all other organizations or agencies concerned
with public safety, traffic safety or juvenile delinquency.
The responsibilities of the Public Health Committee
shall include:
A. Supervision of the administration, practices, procedures
and records of:
(1) Sanitation activities, including construction and
maintenance of sanitary sewers or septic systems.
(2) Stormwater collection and disposal.
(3) Garbage, ash and refuse collection and disposal.
B. Acting as liaison between the Township Committee and
all organizations and agencies concerned with public health and welfare.
The responsibilities of the Public Works Committee
shall include supervision of the administration, practices, procedures
and records of road construction, improvement, maintenance and cleaning,
snow removal and street openings, and maintenance of Township buildings,
parks, equipment and vehicles.
