The budget shall be prepared by the Township
Committee in accordance with the Local Budget Law (N.J.S.A. 40A:4-1
to 40A:4-87), as amended and supplemented. During the months of December
and January, the Committee shall require all officials and departments
to submit requests for appropriations for the ensuing budget year.
Officials and department heads may be required to appear before the
Committee at public hearings or informal caucuses during the months
of December and January. The budget document shall be prepared in
such form as is required by law. There shall be appended to the budget
a summary of all expenditures and revenues. The Auditor, together
with the assistance of the officials who receive such revenue, shall
prepare all estimates of nonproperty tax revenues anticipated for
the support of each annual budget.

A. There is hereby created the position of Purchasing Agent for the
Township of Harding.
B. The Purchasing Agent shall be appointed by the Township Committee.
C. The Purchasing Agent is required to possess a valid qualified purchasing
agent certificate, as issued by the New Jersey Division of Local Government
Services, Department of Community Affairs.
D. The Purchasing Agent shall have, on behalf of the Township Committee
of the Township of Harding, the authority, responsibility and accountability
for the purchasing activity pursuant to Local Public Contracts Law
(N.J.S.A. 40A:11-1 et seq.); to prepare public advertising for and
to receive bids and requests for proposals for the provision or performance
of goods, services and construction contracts; to award contracts
pursuant to New Jersey law in accordance with the regulations, forms
and procedures promulgated by state regulatory agencies and Harding
Township; and conduct any activities as may be necessary or appropriate
to the purchasing function of the Township of Harding, including,
without limitation, the following:
(1) Purchase, store and distribute all supplies, materials and equipment
and contract for all services required by any departments.
(2) Establish and enforce specifications with respect to such services,
supplies, materials and equipment.
(3) Inspect or supervise the inspection of all deliveries of supplies,
materials and equipment and the rendition of contractual services
and determine their quality, quantity and conformance with specifications.
(4) Have charge of any and all central storerooms and warehouses which
may be established.
(5) Transfer to or between departments, offices and agencies and from
or to central stores such supplies, materials and equipment as need
appears and arrange for the sale of surplus or obsolete items thereof,
subject to applicable ordinances and resolutions.
(6) Administer any ordinance the Township Committee may enact relating
to purchasing.
