As used in this chapter, the following terms shall have the meanings indicated:
JUNK AUTOMOBILE or JUNK AUTOMOBILE BODY
Any automobile which is no longer in actual use as a motor vehicle, or which is wholly unfit without rebuilding or reconditioning for use for highway transportation, or which has been discarded for use as a motor vehicle, or which is an unlicensed vehicle, or which is a vehicle that has not been officially inspected or is without a valid sticker showing official inspection, even if the vehicle is otherwise usable; excepting farm-use vehicles of all kinds other than passenger automobiles, and automobiles for sale or repair on premises of a licensed car dealer.
No person shall place, keep, store or maintain any junk automobile, automobile body, or separately the parts of any automobile which are exposed, outside of an enclosed building on any tract of land within the township which contains less than five acres, or more than one such junk automobile or parts on any tract of land within the township containing five acres or more, which is owned, leased, rented or in the possession or under the control of such person, unless that person is the holder of a junkyard license issued by the township covering premises where the junk automobile, bodies or parts thereof are placed, stored or maintained; or unless the junk automobile bodies and parts are kept temporarily in the operation of a business primarily conducted for the sale or repair of automobiles, and not more than 10 junk automobiles, bodies or parts are kept at one time in the operation of that business.
The Chief of Police or any member of the Police Department designated by him or her shall remove or have removed any vehicle left at any place within the township which appears to be present in violation of this chapter. Such a vehicle shall be impounded until lawfully claimed or disposed of in accordance with applicable statutes. The Chief of Police or any member of the Police Department acting for him or her shall notify the registered and legal owner in writing by personal service or by certified mail, at the last known address of the owner, of the removal of the vehicle, the reason for the removal and the location of the vehicle. The vehicle shall be retained and impounded until the owner or his or her authorized agent pays the cost of such taking and removal, together with applicable charges for storage and impoundment.

The premises where any junk automobiles, junk automobile bodies or junk automobile parts are kept, stored or maintained in violation of this chapter shall be deemed to be a nuisance and detrimental to the health and welfare of the residents of the township and shall be subject to regulations or ordinances of the township or the Board of Health.
