There is hereby created the Recreation Programs
Advisory Committee in and for the Borough of Hasbrouck Heights, the
authority and duty of which is to consult with the Recreation Director
of the Borough of Hasbrouck Heights, to advise the governing body
of the Borough of Hasbrouck Heights in respect to existing municipal
recreation programs and facilities, to study the feasibility of and
recommend improvements to its existing programs and facilities, to
study the feasibility and recommend possible new programs and facilities,
to assist in the exploration and possible implementation of intermunicipal
agreements in respect to such programs and facilities, and to assist
in the performance of those programs.

The Recreation Programs Advisory Committee of
the Borough of Hasbrouck Heights shall consist of 15 members, one
of whom shall be the Mayor or his or her alternate, one of whom shall
be a member of the Borough Council who is then serving as Commissioner
of Recreation and 13 of whom shall be adult citizens and residents
of the Borough of Hasbrouck Heights nominated by the Mayor and confirmed
by the Borough Council. The first term of five of the 13 members so
appointed shall expire on December 31, 2003; the first term of four
of the 13 members so appointed shall expire on December 31, 2004;
and the first term of four of the 13 members so appointed shall expire
on December 31, 2005. Thereafter, the term of office of each of the
13 appointed members shall be for three years. None of these 13 appointed
members shall be reappointed to membership for more than one successive
term after having served one term or any part thereof

Of the 13 members to be nominated by the Mayor
and confirmed by the Borough Council, to the extent reasonably possible,
they shall be as follows:
A. Two shall be senior citizens, one of whom shall be
a member of a recognized local senior citizens organization;
B. One shall be a representative of the Board of Education;
C. Five shall each be a representative of at least one
of the local recognized sports organizations;
D. One shall be a student; and
E. Four shall be representatives of the Borough citizenry
at large.
The Recreation Programs Advisory Committee of
the Borough of Hasbrouck Heights shall meet at least monthly and shall
appoint from its membership such officers as it deems necessary, each
of whom shall serve for a term ending on December 31 of each year.
