This Charter shall become effective on January 7, 1980, except for the transitional provisions of Article X of this Charter, which shall become effective upon certification of the adoption of the Charter.
Amendments to this Charter may be made in accordance with the provisions of Act 62 of 1972 of the General Assembly of Pennsylvania, as amended,[1] or as otherwise provided by law.

If any provision of this Charter is held invalid, the remaining provisions of the Charter will not be affected thereby. If the application of the Charter or any of its provisions to any persons or circumstances is held invalid, the application of the Charter and its provisions to other persons or circumstances shall not be affected thereby.
