A. The normal workweek for all Borough departments and
offices is Monday through Friday. The regular hours for the offices
located in the Municipal Complex is 9:00 a.m. until 4:30 p.m. The
office hours for the Board of Health are 10:30 a.m. until 4:30 p.m.
on Mondays and 11:00 a.m. until 4:30 p.m., Tuesday through Friday.
The regular hours for the Department of Public Works and Sewer Department
are 7:30 a.m. until 4:00 p.m. These hours may be changed only by action
of the Borough Council by amendment to this chapter or by resolution.
B. Employees are required to be present and ready for
work at their designated work stations at the specified starting times,
unless they are sick or on authorized leave. Absences that precede
or follow scheduled days off, tardiness, leaving work early, patterns
of excessive Monday or Friday absences (Saturday and Sunday absences
for employees of the Police Department) and similar types of unsatisfactory
attendance will be cause for suspension or dismissal from service.
C. Employees are not permitted to conduct private or
personal business or engage in outside employment during regularly
scheduled working hours. Employees are prohibited from receiving personal
mail and/or deliveries at their designated work stations on Borough
premises.
Hours of work of all departmental units shall
be determined by the department head and approved by the Borough Council.
Each department head shall have the power to alter or extend such
hours of work to meet emergency, unusual or unforeseen conditions.

A. All employees are required to punch in on time-recording
devices prior to the start of their scheduled work shift and punch
out at the end of their work shift.
B. All employees are required to punch in and out for
lunch. There must be an appropriate time gap between punching in and
out in accordance with the scheduled length of the lunch period (i.e.,
30 minutes and/or one hour).
C. Lateness shall be deducted in increments of 15 minutes
at each quarter-hour period. One lateness per week of five minutes
or less shall be excused.
D. If an employee punches in late, there will be no compensatory
time.
E. Failure to punch in or out as set forth above will
result in loss of wages for the period of time not documented on the
time-recording device. Multiple infractions of this policy will be
cause for suspension.
F. Department heads are not permitted to employees in
and/or out when the employee has failed to do same. If there is an
emergency where the employee must leave his job site without being
able to get to the time clock, the department head or Borough Clerk's
office must be contacted immediately and a note will be made as to
the employee, the reason for leaving and the time the employee left.
G. Accurate and complete time and attendance records
will be maintained by each departmental unit of the Borough. The head
of the department will certify as to the accuracy of the time and
attendance records and submit same to the Borough Clerk at the end
of each week. Where an employee works alone in the office or without
a department head, then said records will be kept by the Borough Clerk
who will be deemed to be the department head of said employee.
