The full-time and permanent personnel of the Police Department shall consist of no more than the following:

Four Captains.

Five Lieutenants.

The Police Department shall be supplemented with and assisted by the following:
A. 
Ten special police.
B. 
Police physicians.
C. 
Police Chaplains.
D. 
Fifteen school traffic guards.
