This article shall apply to any park, lake,
stream, beach, playground or other area owned or used by the Village
and devoted to recreation. The word "park" as it is used herein shall
refer to any such area.
All Village parks shall be under the supervision
of the appropriate committee of the Village Board.
No person in a park shall:
A. Buildings and other property.
(1) Disfiguration and removal. Wilfully mark, deface,
disfigure, injure, tamper with or displace or remove any building,
bridges, tables, benches, fireplaces, railings, paving or paving material,
waterlines or other public utilities or parts or appurtenances thereof,
signs, notices or placards whether temporary or permanent, monuments,
stakes, posts, or other boundary markers, or other structures or equipment,
facilities or park property or appurtenances whatsoever, either real
or personal.
(2) Rest rooms and washrooms. Fail to cooperate in maintaining
rest rooms and washrooms in a neat and sanitary condition.
(3) Removal of natural resources. Dig or remove any beach
sand, whether submerged or not, or any soil, rock, stones, trees,
shrubs or plants, down timber or other wood or materials, or make
any excavation by tool, equipment, blasting, or other means or agency.
(4) Erection of structures. Construct or erect any building,
boat dock, or other structure of whatever kind, whether permanent
or temporary in character,
B. Trees, shrubbery and lawns.
(1) Injury and removal. Damage, cut, carve, transplant
or remove any tree or plant or injure the bark or pick the flowers
or seeds of any tree or plant.
C. Wild animals, birds, etc.
(1) Hunting. Hunt, molest, harm, frighten, kill, trap,
chase, tease, shoot or throw missiles at any animal, reptile or bird;
nor remove or possess the young of any wild animal, or the eggs or
nest or young of any reptile or bird; nor collect, remove, possess,
give away, sell or offer to buy, or accept as a gift, any specimen,
alive or dead, of any of the group of tree snails. Exception to the
foregoing is made in that snakes known to be deadly poisonous, such
as rattlesnakes, moccasins, coral snakes, or other deadly reptiles,
may be killed on sight.
(2) Feeding. Give or offer or attempt to give to any animal
or bird any tobacco, alcohol or other known noxious substances.
D. Picnic grounds.
(1) Start any fires except under the supervision of a
member of the appropriate committee of the Village Board, except in
permanent fireplaces or pits.
(2) Use one of the numbered picnic sites without first
obtaining a reservation through the appropriate committee of the Village
Board, or someone so designated by such committee, which reservations
will be generally on the basis of first come, first served.
(3) Leave a picnic area before the fire is completely
extinguished and before all trash in the nature of boxes, papers,
cans, bottles, garbage and other refuse is placed in the disposal
receptacles where provided. If no such trash receptacles are available,
then refuse and trash shall be carried away from the park area by
the picnicker to be properly disposed of elsewhere.
No person in a park shall:
A. Pollution of waters. Throw, discharge, or otherwise
place or cause to be placed in the waters of any fountain, pond, lake,
stream, bay or other body of water in or adjacent to any park or any
tributary, stream, storm sewer, or drain flowing into such waters,
any substance, matter, or thing, liquid or solid, which will or may
pollute the waters.
B. Refuse and trash. Have brought in or shall dump, deposit
or leave any bottles, broken glass, ashes, paper, boxes, cans, dirt,
rubbish, waste, garbage, refuse, or other trash. No such refuse or
trash shall be placed in any waters in or contiguous to any park or
left anywhere on the grounds thereof but shall be placed in the proper
receptacles where these are provided; where receptacles are not so
provided, all such rubbish or waste shall be carried away from the
park by the person responsible for its presence and properly disposed
of elsewhere.
No person in a park shall swim, bathe or wade
in any waters or waterways except in such locations and at such times
as the Village shall designate.
No person in a park shall:
A. Construct any boat dock without a written permit issued
by the Board of Trustees.
B. Move, add to, or otherwise interfere with any public
dock without a written permit issued by the Board of Trustees.
C. Remove or interfere with any life preserver placed
on any public dock except in the event of an emergency.
No person in a park shall:
A. Operate a boat or craft on the Williamsville Community
Lake equipped with an internal combustion engine, or other engine
except an electric trolling motor, but a boat equipped with such electric
trolling engine shall also be equipped with an oar or paddle.
B. Operate a boat equipped with toilet facilities.
C. Operate a boat which does not meet all applicable
equipment requirements of the United States Coast Guard.
D. Operate any sailboat or other boat in violation of
standard rules of conduct, in a reckless manner, in a manner likely
to endanger the life or property of any person, having due regard
for the presence of other boats or persons, or other objects in or
on a waterway.
E. After sunset, operate any sailboat not equipped with
at least one white light and one other lantern or flashlight to be
exhibited and flashed continually upon the approach of another watercraft.
F. After sunset, operate any rowboat, canoe, or other
boat unless equipped with a white light mounted on a suitable standard
not less than 12 inches in height.
G. Operate any boat or sound any horn in such manner
as to create a nuisance or unreasonably disturb other persons.
H. Operate a boat while under the influence of intoxicating
liquor, narcotic drugs or opiates.
I. While operating a boat use a searchlight indiscriminately
or in such manner as to annoy or disturb other persons or boats.
Every boat in a waterway which is abandoned
or which becomes a menace to navigation, or unseaworthy, or sinks,
grounds, or becomes otherwise disabled, is hereby declared to be a
nuisance and the person in charge thereof shall abate such nuisance
within five days after notice from the Park & Lake Committee.
No person in a park shall:
A. Engage in commercial fishing or the buying or selling
of fish caught in any waters.
B. Fish in any waters, except in waters designated by
the appropriate committee of the Village Board for that use.
C. Fish without first obtaining a license, if required
by the laws of the State of Illinois.
D. Catch more than three channel catfish and three bass
per day.
E. Fish with more than two hooks, use a net or similar
device, engage in spear fishing, use bright lights to attract fish.
F. Throw fish caught, except small bass and channel catfish,
back into the lake. No bass shall be taken from the Lake unless it
exceeds 15 inches in length.

G. Fish, using minnows as bait.
No person in a park shall:
A. Drive any vehicle or bicycle on any area except the
roads constructed for their use or parking areas designated by signs
or such other areas as may on occasion be specifically designated
as temporary parking areas by the appropriate committee of the Village
Board.
B. Fail to obey all traffic signs.
C. Fail to comply with all applicable provisions of the
State of Illinois motor vehicle traffic laws, together with such regulations
as are contained in this and other ordinances.
