This article applies to the construction of
new buildings or additions to existing building which includes an
excavation below finished grade for basements and footings of a building,
retaining wall, or other structure authorized by a valid building
permit.
Each building, or addition, with a basement,
half basement, or any portion of a building having a floor elevation
beneath the ground surface shall be properly tiled both on the outside
of the foundation and footings and underneath the floor so as to effectuate
the disbursement of surface water and groundwater onto the surface
at grade (driveway or lawn) by sump pump or, if the terrain permits,
by gravity into a watercourse. Pumping directly onto a public street
or sidewalk is not permitted. The tiling plan of each such building
or addition shall be approved by the Village Engineer or other agent
of the Village approved by the Village Board, prior to the commencement
of construction.
All grading of lots shall be performed in accordance
with the provisions of Chapter
70 of the Uniform Building Code (UBC),
1985 Edition, including the appendix thereto, as published by the
International Conference of Building Officials which is hereby adopted
and incorporated by reference. A copy of such Chapter
70 is attached
hereto.
No new building or addition thereto shall be
occupied without the issuance of an occupancy permit by the Village.
No such permit will be issued unless and until the drainage plan has
been approved by the Village as set forth herein.
After commencement of the construction of a
building requiring a tiling plan as set forth herein, the contractor
will notify a representative of the Village before the basement floor
has been poured and before any backfilling so that the actual construction
of the tiling plan can be inspected and approved prior to the installation
of the basement floor and backfilling.
Any person who is found guilty of violating
this article shall be subject to a fine of not to exceed $750.
