Zoning permits shall hereafter be secured from
the Zoning Officer prior to the issuance of a building permit for
the construction, erection or alteration of any structure or part
of a structure or upon a change in the use of land or a structure.
No land shall be occupied or used and no building
hereafter erected or altered shall be occupied or used until a certificate
of occupancy shall have been issued by the Construction Code Official
stating that the use and building comply with all the provisions of
this chapter and all other ordinances. A certificate of occupancy
shall be applied for at the same time as the building permit is applied
for and shall be issued upon completion of the building or alteration
in accordance with said ordinances. On the serving of notice by the
Zoning Officer to the owner of any violation of any of the provisions
or requirements with respect to any building or use thereof or of
land, as specified in this chapter, the certificate of occupancy shall
be void and violation of this chapter, and such use shall be deemed
to be in subject to the penalties herein prescribed. A new certificate
of occupancy shall be required for any further use of such land or
building.

It shall be the duty of the Zoning Officer to
keep a record of all applications for zoning permits, a record of
all permits issued and a record of all certificates of occupancy,
together with a notation of all special conditions involved. The Zoning
Officer shall file and safely keep copies of all plans submitted,
and the same shall form a part of the records of his or her office
and shall be available for the use of the officials of the Borough
of Pennington. The Zoning Officer shall prepare a quarterly report
for the Borough Council summarizing for the period since the last
report all zoning permits issued and certificates countersigned by
him or her and all complaints of violations and the action taken consequent
thereon. A copy of each such report shall be filed with the Tax Assessor
at the same time it is filed with the Borough Council.
