No person shall engage in the business commonly known as the "junk business"
or in buying or gathering in the streets or public places of the village or
offering to buy any bottles or property or articles of merchandise commonly
referred to as "junk" without first obtaining an annual license therefor from
the Board of Trustees of the village.
Such license shall be issued upon application therefor, shall state
the name and address of the person making the application, the nature of the
business sought to be conducted, the place where such junk cart or other vehicle,
if any, is regularly kept or stored and such other information as may be prescribed
by the Village Clerk-Treasurer.
The annual license fee for the license required in §
159-1 shall be as set by the Board of Trustees by resolution of a majority vote of its members present at a Board meeting.
Any person or persons violating any provision of this chapter shall
be liable to a penalty of not more than $1,000 or to imprisonment for not
more than one year, or both. Each day or part of a day upon which any violation
of this chapter shall be committed shall constitute a separate offense. In
addition, said person shall forfeit his or her license.
