Certificates of subdivision approval shall be issued by the Borough Clerk in accordance with N.J.S.A. 40:55D-56 of the Municipal Land Use Law. A fee of $10 shall be charged for each certificate of approval.

A. 
Building permits. No building permit shall be issued by the Construction Official until final approval has been granted on an application for development.
B. 
Certificates of occupancy.
(1) 
No land or new construction shall be occupied or used in whole or in part for any purpose whatsoever until a certificate of occupancy has been issued by the Construction Official stating that the use of the land or building complies with the provisions of this chapter.
(2) 
No certificate of occupancy for any land or structure shall be granted until all required improvements or conditions of approval have been met, installed or completed. A temporary certificate of occupancy may be issued but only for a specific period, upon such conditions as the Borough Engineer may impose, such as bonding, to ensure the completion or installation of any such improvements unfinished because of weather or unforeseen delay. The installation of any required public or private improvements may also be delayed if the Borough Engineer warrants in writing to the Construction Official that the delay is in the best interests of the Borough.
C. 
Zoning permits. Where an application for development does (or does not) require a building permit, the Zoning Officer shall review the application for development and issue a zoning permit upon payment of the required fee of $85.
