Water from the mains of the Borough may not be turned on in any dwelling, store, factory or other building until a suitable meter has been installed therein by the Committee.
All repairs to meters owned by consumers shall be made by the Borough, when necessary, at the owner's expense.
The Committee or its authorized agent shall have access at all reasonable hours to the part of the premises in which the meter is placed.
No street washer or yard hydrant shall be connected with the service pipe outside the building, but the pipe therefor must be taken from within the foundation wall and on the house side of the meter connection.

Any consumer may have his/her meter tested upon application and upon agreeing to pay $125 if the meter is found to register correctly.
Failure of the meter to register properly shall be reported immediately to the Water Superintendent. Charges for water during the period of such failure shall be made on the basis of ordinary use under similar conditions before the meter was affected.
No person but an authorized representative of the Borough shall be allowed to open, adjust or tamper with a meter.
No person shall be permitted to open any fire plug or hydrant or draw water therefrom except the Borough Council or those acting with its permission or under its direction.
The Chief of the Fire Department and his assistant officers are authorized to use the fire plugs or hydrants for the purpose of extinguishing fires, cleaning engines, hose or Department materials, or making trials of Department engines or hose, but all such use shall be under the direction and supervision of the Chief or his assistant officers, and in no event shall an inexperienced or incompetent person be permitted to manipulate or control in any way any fire plug, hydrant or other fixture.
The Borough will use all due diligence and reasonable care to provide a constant supply of water through its pipes to consumers, but in the event of breakage, failure or accident, or shutting off for extensions or repairs, the Borough shall not be liable to any consumer for any damage resulting from the elements or any accident, misfortune, failure or breakage of pipes or failure of service due to any causes beyond the control of the Borough.
