The stop at the curb shall not be used by anyone
but those authorized by the Borough. Should any accident occur necessitating
the shutting off of the water, this shall be done by means of the
stop in the service pipe immediately after it enters the house, which
stop shall be a part of the plumbing of every connection with the
mains.
Owners of property which is or is to become
vacant who wish to receive credit for the nonuse of water therein
shall give written notice of such vacancy to the Water Superintendent
so that the water may be shut off. If the water is left on during
such vacancy, the customary charges will be made, and no such credit
for nonuse will be allowed unless such notice is given. Such notice
shall be given at least before the beginning of the new quarter, and
no deduction shall be allowed for any portion of an unexpired quarter.
If any owner wishes to discontinue the use of
water from the mains, he shall give notice in writing of such intention
to the Water Superintendent, and he shall be charged with the use
of water until such notice is given and until the meter is removed.
No person shall at any time obstruct free access
to any curb cock, valve, hydrant or other fixture for the control
of the public use of water in any of the streets of the Borough by
placing on, in front of, or around the same any building or material.
