Owners shall maintain in good condition and
repair or replace when necessary floors, walls, ceilings, windows,
doors and all other structural components of a structure used for
human habitation or abate any structural condition that might be detrimental
to the health, safety and well-being of the occupants or that might
damage the structure itself.
Owners shall supply and maintain at all times
in operable and sanitary condition and free from defects and hazards
all services, equipment, facilities and utilities, and shall furnish
adequate heat and hot water as required under the provisions of this
chapter.
Owners shall provide and maintain firesafety
facilities and equipment in compliance with the requirements of this
chapter, the Fire Prevention Code and any other applicable codes, and shall properly maintain
such facilities and equipment and the residential structure and its
premises to prevent fire hazards.
Every dwelling of 16 or more dwelling units
in which the owner or operator does not reside shall have a janitor
available 24 hours a day whenever the Department determines that a
janitor is necessary to ensure maintenance of the premises in compliance
with this chapter.
