A. 
No person shall distribute handbills or advertising matter or shall solicit orders or make appointments for sale in or upon any public street, sidewalk or area or from house to house within the Village without first having obtained a permit from the Chief of Police. Such person shall submit an application on forms supplied by the Village and shall show the name and business address of the applicant and shall furnish a copy of the material to be distributed or a list of the material for which orders shall be taken, together with such other information as may be required by the Chief of Police in his discretion or for the purpose of maintaining peace and good order in the Village.
B. 
No person shall collect or employ others to collect old junk, rags, rope, scrap metal and the like within the Village without first having obtained a permit from the Chief of Police.
