The purpose of these regulations is to safeguard potable water supplies
by preventing backflow into the public water system of the Village of Fair
Haven, New York, hereinafter referred to as "water purveyor."
Part 5, New York State Sanitary Code, Section 5-1.31(A)(2), requires
that, when a supplier of water instructs the user of a public water supply
to protect his water service connection by the installation of a protective
device, plans for the installation of the protective device must be submitted
to the supplier of water and to the state for approval.
The regulations are to be reasonably interpreted. It is the intent of
these regulations to recognize that there are varying degrees of hazard and
to apply the principle that the degree of protection should be commensurate
with degree of hazard.
