The City of Geneva does hereby find and determine that when certain contracts between the Power Authority of the State of New York and others expire respectively in 1985 and 1990 there may become available at those times relatively inexpensive hydropower from the Power Authority's St. Lawrence and Niagara River Hydroelectric Power Plants, and that there is a need for the City of Geneva to authorize the purchase of such hydropower from the Power Authority of the State of New York on behalf of and for the benefit of the residents of this city: such hydropower to be in turn transmitted and then distributed to the residential electric consumers of the city utilizing the services, including the transmission and distribution systems, of the respective public utility companies now serving the residents of the City of Geneva, and by such process passing on to such residential electric consumers such cost savings for electric use as may be derived therefrom.
The City of Geneva is hereby authorized to purchase hydroelectric power and electricity from the Power Authority of the State of New York.
There is hereby established in the City of Geneva a Power Agency for the purpose of purchasing hydroelectric power and electricity from the Power Authority of the State of New York and passing on to the residents and consumers of the City of Geneva such hydroelectric power and electricity and any cost savings as may be derived therefrom, either directly or indirectly through contracts with third parties. The composition, organization and operation of said agency shall be governed by the resolution or resolutions of the City Council of the City of Geneva.
This article shall not take effect unless and until approved by the majority of electors at the next general election.
