No person shall conduct or operate any of the following businesses within the city except as hereinafter provided in this article:
A. 
Bowling alley, shooting gallery, poolroom and billiard parlor.
B. 
Circus, carnival, menagerie, temporary exhibition for profit of natural or artificial curiosities or similar attractions, theatrical presentation of a floor show held in any place where intoxicating beverages are sold at retail. As used in this article, "carnival" shall include any entertainment show having or comprised of side shows, a Ferris wheel, merry-go-round or other such or similar mechanical or hand-operated rides or amusements.

A. 
Any person desiring a license to pursue any business hereinabove mentioned shall file a written application therefor in the City Clerk's office which shall state:
(1) 
The name and address of the applicant.
(2) 
The period of time for which such license is required.
(3) 
The kind and character of the business to be conducted.
(4) 
The place where the business is to be conducted.
(5) 
Any other additional information that the City Manager may require.
B. 
Upon approval by the City Manager and payment of the fee therefor as hereinafter prescribed, the City Clerk shall issue a license for the conduct or operation of such business, which license shall state the business to be conducted, the place of operation and the time or period during which it shall be valid, and such other information as the City Manager may prescribe.
The following fees for the conduct or operation of the above-mentioned businesses shall be as follows:
A. 
Bowling alley, poolroom and billiard parlor: $3 for the first and $1.50 for each additional alley or table.
B. 
Shooting gallery: $25 per year or $1 per day.
C. 
Circus: $25 per day.
D. 
Carnival and menagerie: $10 per day.
E. 
Temporary exhibition for profit of natural or artificial curiosities or similar attractions: $3 per day.
F. 
Theatrical presentation of a floor show held in any place where intoxicating beverages are sold at retail: $75 per year.
For any license issued on an annual basis, the fee for any license issued on or after July 1 in any year shall be 1/2 of the above mentioned rates.
All licenses issued under this article shall expire on December 31 after date of issue, except that all short-term licenses shall expire on the date specified.
Any license granted under this article may be revoked by the City Manager for cause, but no refund of the fee shall be made.
A. 
Bowling alleys. It shall be lawful for the owner, lessee, manager or employee of a public bowling alley to permit a child between the ages of nine and 16 to enter and remain in such place, daily, except Sunday, between the hours of 9:00 a.m. and 6:00 p.m. in the afternoon when school is not in session, and on Sunday between the hours of five minutes past 1:00 p.m. and 6:00 p.m., provided that no alcoholic beverages of any kind are sold or dispensed in such place during the time such child is on the premises.
B. 
Poolrooms and billiard rooms. No person shall keep open to the public any poolroom or billiard room parlor in the city between the hours of 12:00 midnight and 7:00 a.m., Monday through and including Saturday of each week. No person shall keep open to the public any poolroom or billiard parlor in the city before five minutes past 1:00 p.m. or later than 12:00 midnight on Sunday.
