No person other than an employee of the Town of Williamstown,
or an employee in the service of an independent contractor acting
for the Town of Williamstown, shall pile, push, blow or plow snow
or ice onto a Town right-of-way so as to impede the flow of traffic
on such right-of-way.
Whoever violates this article shall be subject to a fine of
$25 for the first offense, $35 for the second offense and $50 for
the third and subsequent offenses.
