No person or persons shall throw, place or deposit or suffer or permit any servant, agent or employee or persons in his or her charge to throw, place or deposit any snow, ashes, garbage, tin cans, waste, wastepaper, refuse matter, dust, building materials, offal or rubbish of any kind upon any street or highway or Village, county or state right-of-way or upon any vacant lot or space within the Village limits.
Any person having accidentally or otherwise caused glassware, nails, tacks, metal, wire or any sharp or puncturing substances to be upon the surface of any road or street in the Village shall immediately remove the same.
No person shall convey or transport or cause to be conveyed or transported through any of the streets of the Village of Old Westbury any ashes, garbage, swill, offal, refuse, rubbish or any other offensive or noxious substance or waste material, unless the truck, cart or other vehicle in which such substance is so conveyed or transported shall be furnished with a tarpaulin or other proper covering, adequate and properly secured, to prevent any spilling, which shall completely cover such substance in such vehicle at all times, except when such covering shall be removed during the actual process of loading or unloading such vehicle.

Any person violating any provision of this chapter shall pay a penalty of not more than $1,000 for each and every offense, but in no event shall the penalty be less than $500.
