The provisions of this article shall apply except
when it is necessary to stop a vehicle to avoid conflict with other
traffic or in compliance with the directions of a police officer or
official traffic control device.
A trailer within the meaning of this chapter
shall be any vehicle which may have an instrument for attaching said
vehicle to another vehicle and which shall have an axle or axles for
one or more wheels.

A. No person shall park, leave standing or stop any vehicle
or trailer, except due to accidental or temporary disability of a
vehicle or trailer, upon any public streets or highways within the
Village of Old Westbury.
B. Parking and standing of vehicles at the Village Hall
Complex shall be permitted only by persons who are visiting the Village
Hall, Village Police Department or Village of Old Westbury Post Office
branch for official business purposes.
C. Vehicles that are parked or left standing in violation
of this section may be towed away at the owner's expense.

Every person convicted of violating any provision of §
201-15 shall be punished by a fine of not less than $50 nor more than $1,000 for each and every offense.

Upon the failure of a person or owner of a vehicle to appear or answer, on or before the return date or any subsequent adjourned date, for a summons or summonses charging that said person or owner in violation of §
201-15 of the Code of the Village of Old Westbury, late penalties shall be imposed as follows:
A. If the
aforementioned fine shall not be paid within 30 days from the date
of issuance, a late penalty equal to the original fine shall be added
to the fine;
B. If the
fine is still not paid within 60 days from the date of issuance, a
second late penalty equal to the original fine shall be added to the
fine;
C. If the
fine is still not paid within 90 days from the date of issuance, a
third late penalty equal to the original fine shall be added to the
fine;
D. If the
fine is still not paid within 120 days from the date of issuance,
a fourth late penalty equal to the original fine shall be added to
the fine, plus $20.
The operator of every omnibus having a seating
capacity of more than 10 passengers, every truck weighing, unladen,
more than 4,000 pounds and every combination of tractor and trailer,
when forced to park upon the streets of the Village in case of emergency
or otherwise, shall place either flares of the type used by railroads,
flaring candles, torches or lanterns, provided that they are adequate
to afford a warning light in any kind of weather, both in front of
and in the rear of the vehicle.
Any person violating the provisions of §
201-18 or any part thereof shall be liable for and forfeit and pay a penalty not exceeding $25 for each offense; and in addition thereto, such conduct shall constitute and is hereby declared to be disorderly conduct, and any person violating the same shall be and is hereby declared to be a disorderly person.
