No meeting of any group not related to or performing an official Borough
function shall be held in the Municipal Building unless permission to use
the Borough facilities has been given to said group by the Borough Manager,
following the proper application for said use, in which event the Borough
facilities shall be used only after said meeting has been arranged and scheduled
with the Borough Manager. The Borough Manager shall regulate and assign the
room to be used and the hours of use permitted for such meeting. All persons
in attendance of said meetings shall confine their presence to the meeting
room assigned, except when entering or leaving the Borough premises, and said
room shall be vacated by all persons upon the termination of said meeting
or no later than the closing hour assigned by the Borough Manager, whichever
shall first occur. The permitted time for such meeting shall in no event be
granted to extend later than 11:00 p.m., Borough time.
Violations of this article shall be punishable as set forth in § 155-5
below.

It shall be unlawful for any person or persons to refuse to leave the
Municipal Building or the Carlisle Community Center or any room, office or
other area contained therein, as well as the land adjacent to said building
or center, at the close of any authorized meeting held in said Municipal Building
or Community Center or at the appointed time for the termination of the use
of said Municipal Building or center for any authorized meeting.

Any such person violating any provision of this article and who shall
have been ordered to leave the premises of the Municipal Building or Community
Center by the Borough Manager, Chief of Police or the Borough official or
police officer at such time in charge of the Municipal Building or Community
Center, or the room, office or area involved, and who shall refuse to do so,
shall, each and every such person, upon conviction thereof, be sentenced to
pay a fine of not more than $600 and costs of prosecution, and in default
of payment of such fine and costs, to imprisonment for not more than 30 days.
