A. Parking meter zones are hereby established upon the streets as described in Schedule XIX (§
244-101), attached to and made a part of this chapter, between the hours of 8:00 a.m. and 4:00 p.m. Monday through Friday, except legal holidays.

B. Rates.
(1) Meters utilized by use of coins of credit cards. The rates for long-term
meters shall be $0.25 per hour, with two-hour minimum increments.
The rate for short-term meters shall be, when paid by credit card,
$1.15, with a one-hour minimum transaction required, and when paid
by coin, $0.05 for four minutes, $0.10 for eight minutes, $0.15 for
12 minutes, $0.35 for 28 minutes and $0.75 for one hour. The rate
for limited-term meters shall be $0.25 per 1/2 hour with six-minute
increments at $0.05 each and twelve-minute increments at $0.10 each.
Long-term meters shall have maximum time periods of two hours. Limited-term
meters shall have maximum time periods of 1/2 hour. Short-term and
long-term meters shall have a device permitting a user to access the
initial fifteen-minutes period without charge, excepting, however,
short-term and long-term meters governing designated handicap parking
spaces shall have a device permitting a user to access the initial
thirty-minute period without charge. Limited-term meters shall allow
no free parking.

(2) Meters utilized by cellular telephones or other similar compatible
digital means. The Borough reserves the right from time to time to
provide as a convenience to those persons parking within designated
parking meter zones the use of metered parking spaces by applications
operated by use of a cellular telephone or other digital means. The
use of metered parking spaces by digital means shall be based upon
rates established by the Borough through agreement with the approved
service provider or providers. The users of this service shall be
responsible for paying both transaction convenience fees to the service
provider and the Borough as well as an applicable parking rate that
will be transmitted to the Borough by the service provider. The convenience
fees to be charged may be changed from time to time based upon the
costs incurred by the Borough for credit card transactions and the
cost for the service as charged by the approved service provider or
providers.

Parking meters installed in the parking meter zones established in §
244-31 of this article shall be placed upon the sidewalk and immediately adjacent to the individual parking spaces hereinafter described. Each parking meter shall be placed or set in such manner as to show that the parking space adjacent to such meter is or is not legally occupied. Each parking meter installed shall indicate by a proper legend the legal parking time established by the Borough and, when occupied, unless appropriate payment has been made by digital means, shall indicate on and by its dial and pointer the duration of the period of legal parking and, on the expiration of such period, shall indicate illegal or overtime parking.
It shall be unlawful and a violation of this
article for any person to permit a vehicle to remain in any parking
space adjacent to a parking meter when such meter shall display a
signal indicating that such vehicle shall already have been parked
beyond the period of time prescribed for such parking space.
Each hour that a vehicle shall continue to be
parked overtime in any parking meter zone after the adjacent parking
meter shall indicate a violation applicable to such vehicle shall
constitute a separate violation of the overtime parking provisions
of this article.

Notwithstanding any applicable state law relieving
a driver of a vehicle being operated by or for the transportation
of a handicapped person or severely disabled veteran of liability
for parking for a certain time in excess of the legal parking period
under certain circumstances, the deposit of proper coins shall be
required for all such use. It shall be unlawful and a violation of
this article for any person to permit a vehicle to remain parked in
a metered space without depositing one or more proper coins of the
United States as shall be specified in the legend upon such parking
meter when the meter indicates by signal that the deposit of such
coins is required to continue lawful occupation of such metered space.
It shall be unlawful and a violation of this
article for any person to deface, tamper with, open or willfully break,
destroy or impair the usefulness of any parking meter installed under
the provisions of this article. Nothing herein shall apply to the
servicing or opening of parking meters by officers, employees and/or
police officers of the Borough under the directions of the Mayor and/or
the Borough Council.
Any person violating any provision of this article, except for §
244-36 thereof, shall, for each and every such violation, upon conviction thereof, be sentenced to pay a fine of not less than $10 nor more than $20 and costs of prosecution, and in default of payment of such fine and costs, to undergo imprisonment for not more than five days. Any person who shall violate any provision of §
244-36 of this article shall, for each and every such violation, upon conviction thereof, be sentenced to pay a fine of not more than $50 and costs of prosecution, and in default of payment of such fine and costs, to undergo imprisonment for not more than 10 days.
