The intent of the R-4 Town Center Residential District is to:
A. 
Recognize the characteristics of older and denser residential sections of the Borough.
B. 
Encourage continued investment and rehabilitation of older housing.
C. 
Avoid development that is too dense or that would aggravate parking shortages.

In the R-4 District, the following uses shall be permitted by right:
A. 
Single-family detached dwelling.
B. 
Single-family semidetached dwelling.
C. 
Townhouses (single-family attached dwellings), subject to compliance with § 255-199A(17).
D. 
Garden apartments, subject to compliance with § 255-199A(17).
E. 
Two-family detached dwelling.
F. 
Two-family semidetached dwelling.
G. 
Bed-and-breakfast use, which shall be limited to a building that existed prior to 1940, subject to compliance with § 255-199A(9).
H. 
Forestry.
I. 
Group home, within a dwelling type permitted by this district, subject to compliance with § 255-199A(18).
J. 
Community gardens, subject to compliance with § 255-199A(53).

Only the following accessory uses shall be permitted:
A. 
Residential accessory uses, subject to compliance with § 255-200D(12).
B. 
Child nursery/day-care center as an accessory use to a dwelling, subject to compliance with § 255-200D(8).
C. 
Private swimming pools and tennis courts, subject to compliance with § 255-199A(34).
D. 
Home occupations, subject to compliance with § 255-200D(5).
E. 
Community gardens, subject to compliance with § 255-199A(53).

The following uses may be permitted as a special exception when authorized by the Zoning Hearing Board, subject to § 255-197 of this chapter:
A. 
Places of worship, subject to compliance with § 255-199A(32).
B. 
Public or private primary or secondary schools, subject to compliance with § 255-199A(38).
C. 
Public utility uses, such as electric substations, subject to compliance with § 255-199A(33).
D. 
Private recreation facilities, subject to compliance with § 255-199A(34).[1]
