There is established by this chapter and any amendments thereto a code for the government of the Township of College, a political subdivision of the Commonwealth of Pennsylvania, pursuant to the optional plan approved as provided by Act 62 of 1972,[1] which code shall be known and referred to as the "Administrative Code" of the Township of College.

The following words, when used in this chapter, shall, unless the context clearly indicates otherwise, have the meanings and significance herein indicated:
CODE
The Administrative Code of the Township of College as enacted by this chapter and any and all amendments thereto, unless some other code is indicated.
COMMONWEALTH
The Commonwealth of Pennsylvania.
COUNCIL
The Council of the Township of College.
TOWNSHIP
The Township of College.

General terminology. The singular shall include the plural, and the plural the singular; the word "shall" is mandatory and the word "may" is permissive; words used in the masculine gender shall include the feminine and the neuter in this chapter or any other laws pertaining to townships of the second class; words used in the past or present tense shall include the future; and any word not specifically defined shall be construed according to its common usage.
