Whereas the Schlow Memorial Library was established to provide free public library service, the Township Council hereby authorizes and designates the library to act as the agent of the Township government to provide public library service to the residents and taxpayers of the Township, for and on behalf of the Township government.
The Township Council hereby agrees further to assist in the maintenance of the Schlow Memorial Library in accord with the provisions of Section 408 of the Library Code, the Act of June 14, 1961. P.L 324.[1]

In accord with Section 411 of the Library Code,[1] the Township Council will have representative(s) on the Board of Trustees of Schlow Memorial Library to serve a maximum of two consecutive three-year terms.

In accord with Section 412 of the Library Code,[1] the financial agent of the Board of Directors of the library shall give bond to the municipality.

The Board of Trustees of shall prepare and present to the Township by October 15 of each year a budget for the following year and such reports as are required by Sections 413 and 414[1] of the Library Code and shall give free library service to the residents and taxpayers as provided in Section 415 of the Library Code.[2]
