For the purposes of Article IV, Snow Emergencies, of Chapter 190, Vehicles and Traffic, of the College Township Code, the following definitions shall apply to this article:
PUBLIC THOROUGHFARE
Any paved or improved portion of Township or state roads including but not limited to streets, highways, gravel/paved alleys or any other corridor used for vehicular and pedestrian access owned or maintained by College Township or the Commonwealth of Pennsylvania.
SNOW EMERGENCY
Declared by the College Township Manager or designee upon a snowfall of two inches or more or severe ice accumulation.
VEHICLE
Any motorized means of conveyance including but not limited to, automobiles, trucks, tractors, trailers or any other type of tow-behind attachments.
A. 
It shall be unlawful for any person to park any vehicle or allow the same to remain parked or unattended on a public thoroughfare or within five feet of a public thoroughfare at any time during a declared snow emergency.
B. 
Vehicles shall be permitted to repark on a public thoroughfare or within five feet of the public thoroughfare 48 hours after the end of a snowfall and/or ice storm and the entire cartway is cleared of snow from curb to curb (edge to edge of the stone shoulders on noncurbed streets).
C. 
Vehicles found to be parked on a public thoroughfare for more than 24 hours during a declared snow emergency shall be subject to removal by towing as authorized by Township Manager or his designee and pursuant to Article V, Removal and Impounding of Certain Vehicles, of Chapter 190, Vehicles and Traffic.
It shall be unlawful for owners, occupants, tenants of property, or contractors to plow, dump, throw, shovel, pile or push any snow or ice removed from driveways, walkways or any portion of said property into any public thoroughfare at any time.
A. 
Signs. Unless required by state law, no sign shall be required for the enforcement of the provisions of this article. However, signs will be placed at every entry point into the Township and/or at the entrance to a development to notify the public of this ordinance and the sign shall read:

B. 
Violators. Any person who shall violate any provision of this article shall, upon conviction thereof, be punished as provided in § 190-26 above.
C. 
Enforcement. This chapter shall be enforced by the Police Department and/or Ordinance Enforcement Officer, pursuant to § 190-26 and Article V of Chapter 190 of College Township Code.
