There is hereby created for the Township of College, a Zoning Hearing Board consisting of five members, pursuant to the Pennsylvania Municipalities Planning Code, Act of 1968, P.L. 805, No. 247, reenacted and amended December 21, 1988, P.L. 1329, No. 170, Article IX, Zoning Hearing Board and Other Administrative Procedures; Section 903, Membership of Board.[1]

The Township Council shall be the appointing authority and shall have power to appoint, reappoint or replace members of the Zoning Hearing Board who are, in the opinion of the appointing authority, qualified for the duties of their positions, for such terms as are not inconsistent with this chapter and with the Pennsylvania Municipalities Planning Code.[1]

The members shall hold office for terms of no longer than three years; provided, however, that members first appointed, reappointed or replaced shall be appointed, reappointed or replaced for terms so that no more than two members shall be appointed, reappointed or replaced in any single calendar year.
All members shall reside in the Township of College, and the five members shall be designated as citizen members and shall not be officers or employees of the Township of College. There may be from one to three alternate members appointed to the Board.
A. 
The Zoning Hearing Board shall have all powers and duties provided for by law now or hereafter amended, especially including, but not limited to, the powers and duties contained in the Pennsylvania Municipalities Planning Code indicating the amendments to such code, and to expend funds consistent with the purposes of the creation of the Zoning Hearing Board but in no case in any one year to expend in excess of the budgeted appropriations.
B. 
All powers granted by law shall devolve upon and become the functions of such Zoning Hearing Board, which said Board shall cooperate with the Zoning Office and the Township of College.
