As used in this chapter, the following terms shall have the meanings
indicated:
BUILDING
Any structure used or intended to be used as a dwelling or place
of business or industry, or for an institutional use, or any other use requiring
a location identity, but shall not include any accessory building located
upon a lot where there is also a main building.
TOWNSHIP
The Township of East Cocalico, County of Lancaster, and Commonwealth
of Pennsylvania.
The East Cocalico Township Street Number Plan is hereby incorporated
into this chapter. The Plan shall be maintained current by the addition of
new buildings constructed in the Township.
The Township has notified owners of existing properties of their street
numbers which have been assigned to said properties. It shall be the duty
of such owner so notified within 30 days thereafter to comply with the further
provisions of this chapter.
Numbers, as assigned to each building in the Township according to the
provisions of this chapter, shall be affixed to such building or upon a permanent
standard, base, or support between such building and street, or upon the mailbox
or mailbox stand serving such building. Signs containing said street numbers
shall be constructed of metal with a green reflective material applied to
both sides. Signs shall be 18 inches high by six inches wide by 0.90 thick.
Numbers on the sign shall be four inches high by 1 3/4 inches wide and
be made of a silver/white reflective material so as to be visible from the
street, and shall be constantly maintained in complete and legible form. The
stroke width of the aforesaid numbers shall be a minimum width of 0.5 of an
inch. The property owner shall reaffix or renew all numbers so as to continue
to conform to the requirements of this section. In the case of buildings occupied
by persons other than the owner thereof, the occupant and/or the owner shall
be responsible for maintaining numbers upon such buildings as hereby required.
Whenever a building shall hereafter be erected in the Township, the
owner thereof shall forthwith apply to the Township for the official number
thereof. The number shall be assigned by the Township in conformity with the
requirement set forth in this chapter for numbers for existing buildings and
shall, within 60 days after being assigned to such buildings, be affixed by
the owner/occupant thereof in the manner required by this chapter in the case
of existing buildings and shall hereafter be maintained as hereby required
for the numbers of existing buildings.
No duplication of street names is permitted within the Township. A continuous
street, or one proposed to be continuous, shall bear the same name throughout
even though it changes directions.
Any person who violates or permits a violation of this chapter shall,
upon being found liable therefor in a civil enforcement proceeding commenced
by the Township before a Magisterial District Judge, pay a fine of not less
than $100 nor more than $600, plus all court costs, including reasonable attorney's
fees, incurred by the Township in the enforcement of this chapter. No judgment
shall be imposed until the date of the determination of the violation by the
Magisterial District Judge. If the defendant neither pays nor timely appeals
the judgment, the Township may enforce the judgment pursuant to the applicable
Rules of Civil Procedure. Each day a violation exists shall constitute a separate
offense. Further, the appropriate officers or agents of the Township are hereby
authorized to seek equitable relief, including injunction, to enforce compliance
herewith.
