The Board of Supervisors of West Goshen Township
hereby adopts the International Residential Code, 2003 Edition, including
Appendix Chapters A, B, D, F, as now and as hereafter supplemented,
reissued, amended and revised, as published by the International Code
Council, Inc. Not fewer than three copies of the International Residential
Code, 2003 Edition, have been and now are filed in the Office of the
Secretary of West Goshen Township, and the same is hereby adopted
and incorporated as fully as if set out at length herein.
The following amendments, additions, deletions,
and changes are hereby made to the International Residential Code,
2003 Edition:
A.
Section R101.1 shall be amended by the deletion of
the words, "[NAME OF JURISDICTION]" and the replacement thereof with
"West Goshen Township."
B.
Section R103 shall be deleted in its entirety and
replaced with the following: "SECTION R103 ENFORCEMENT."
C.
Section RI 03.1 shall be deleted in its entirety and
replaced with the following:
R103.1. General. The Board of Supervisors
shall, by resolution, appoint a Building Code Official who shall be
certified by the Commonwealth of Pennsylvania under the Act. The Building
Code Official shall be responsible for administration and enforcement
of this Code. The Building Code Official shall be assisted by one
or more building officials who shall also be appointed by the Board
of Supervisors and certified by the Commonwealth of Pennsylvania under
the Act. The Building Code Official and building officials shall be
referred to in this Code as "Code Officials."

D.
Section R108.2 shall be amended to state as follows:
R108.2 Fee schedule. Fees for each
plan examination and building permit, including the moving or demolition
of buildings and structures, shall be paid in advance in accordance
with the fee schedule established by resolution duly adopted by the
Board of Supervisors of West Goshen Township, as the same may from
time to time be amended.

Section R112, Board of Appeals, shall be deleted in
its entirety and replaced with the following:

R112.1 General. The West Chester
Area Council of Governments (WCACOG) has formed a Board of Appeals,
which shall hear and decide appeals of orders, decisions or determinations
made by the Building Official relative to the application and interpretation
of this Code. The Board of Appeals shall be appointed by the WCACOG
and shall be governed by the rules and regulations adopted by the
WCACOG. The Board of Appeals shall adopt rules of procedure for conducting
its business and shall render all decisions and findings in writing
to the appellant with a duplicate copy to the Building Official.

A new Section 304.5 shall be added which shall read
as follows:
304.5 Minimum residential living area. No one-story dwelling hereafter erected on any lot shall have a
projected first floor living area of less than 1,100 square feet;
and no one-and-one-half-story dwelling hereafter erected on any lot
shall have a projected first floor living area of less than 950 square
feet; and no two-story dwelling hereafter erected on any lot shall
have a projected living area of less than 700 square feet. In determining
square footage of living area, there shall be excluded all porches
(whether enclosed or unenclosed), garages, breezeways, utility rooms
or similar areas.

Section P2603.6.1 shall be amended by replacing the
words, "[NUMBER]" with "36 inches" in both blanks.

Section P3103.1 shall be amended by replacing the
