It shall be unlawful for any person to tamper
with, injure, break or remove any sewer line, manhole cover or any
other part of the sewer system of the Township of West Goshen.

It shall be unlawful for any person to discharge into the sewer system, except through a sewer metering manhole into which all of such person's sewer lines flow, any dangerous or harmful substances which would adversely affect the functioning of the sewer system or the processes of sewage treatment or any discharges prohibited by any other section of Chapter
66. Prior to any such discharge, such person shall apply to the Township for and be issued a permit allowing such discharge, subject to the Township regulations.
It shall be unlawful for any person engaged
in the business of cleaning cesspools or septic tanks or for any other
person to place, throw or deposit or discharge into the sewer system
or into the manholes of the sewer system any sewage or refuse without
first having obtained approval of the Township Supervisors.

A. It shall be unlawful for any person to connect any floor drain, except a shower drain, to the sewer system except those specifically permitted by Subsection
B of this §
66-13.1 following the issuance of a permit.
B. Floor drains installed in toilet rooms having two or more water closets shall be permitted only in the following commercial or institutional buildings when authorized by the Sewer Manager subject to the specifications contained in Subsection
C of this §
66-13.1: hospitals and clinics, veterinary clinics, nursing homes, schools, gymnasiums, dormitories, places of assembly, government buildings and toilets accessible by and posted as open and available to the members of the general public.
C. Each floor drain shall be equipped with the following
devices:
(1)
A Josman, Series 6F, round strainer with solid
threaded floor drain cover or equivalent, which shall be maintained
tightly screwed in place except when the use of the floor drain is
needed in the case of an overflow from fixtures causing flooding in
the toilet room; and
(2)
A Josman, 67400 Series, no-hub swing-check type
backwater valve or equivalent.
D. Prior to the issuance of a permit(s) by the Sewer
Manager for a permitted floor drain(s) and their installation, the
owner of the building in which it is to be installed shall sign a
release and indemnification agreement, in form and content approved
by the Township Solicitor, releasing and indemnifying the Township
and the Sewer Authority from any direct or consequential liability
and/or damages that may occur or do occur as the result of sewage
and/or sewage gases, odors or fumes entering the building through
the floor drains installed in the building.
E. No waiver of nor hardship variance from the requirements of this §
66-13.1 shall be granted.

Any person who violates or permits the violation
of any provision of this article shall, upon conviction thereof in
a summary proceeding brought before a District Justice under the Pennsylvania
Rules of Criminal Procedure, be guilty of a summary offense, and shall
be subject to the payment of a fine of not less than $100 and not
more than $1,000, plus the costs of prosecution. In default of payment
thereof, the defendant may be sentenced to imprisonment in the county
prison for a term of not more than 30 days. Each section or provision
of this article that is violated shall constitute a separate offense,
and each day or portion thereof in which a violation of this article
is found to exist shall constitute a separate offense, each of which
violations shall be punishable by a separate fine imposed by the District
Justice of not less than $100 and not more than $1,000, plus the costs
of prosecution, or upon default of payment thereof, the defendant
may be sentenced to imprisonment in the county prison for a term of
not more than 30 days. All fines and penalties collected for the violation
of this article shall be paid to the Township Treasurer.
