No person, persons, firm or corporation shall
parade or conduct any parade upon any of the streets or public grounds
of the Village without written permission from the President of the
Village to be granted as hereinafter provided.
Any person, persons, firm or corporation who
shall desire to parade or conduct a parade of any kind upon the streets
or public grounds of the Village shall make written application to
the Village President, setting forth the character or kind of parade
to be conducted, the streets or places upon which such parade shall
go, the day or days upon which applicant will conduct such parade,
the method and manner of the control of all animals, except domestic
animals, which may take part or be in such parade, and the name and
residence of the owner of the property used in such parade and the
employer of the persons taking part therein, or the name and residence
of the person, firm or corporation or the body under whose direction
such parade is to be. Such applicants shall also pay to the Village
Treasurer the sum of $15 for each and every parade. The President,
if in his judgment applicant will conduct such parade in a manner
not likely to disturb the peace and order of the Village, or to be
immoral or improper or to endanger persons or property in the Village,
shall issue a license to such applicant, granting him or them permission
to parade or conduct a parade or parades at the times, upon the streets
and in the manner specified and set forth in the application.

A violation of Article
I of this chapter shall be deemed a violation pursuant to the Penal Law, and any person who so violates this chapter shall be fined not more than $250.
