The Board of Trustees of the Village of Liberty
finds that the conservation of recyclable materials is now mandatory
in order to conserve natural resources, decrease the amount of solid
waste, reduce the cost of solid waste disposal and extend the life
of landfills where such disposal is made. It is the purpose of this
legislation to institute a program of mandatory recycling for specific
recyclable materials in an attempt to provide the maximum environmental
and economic benefit with the minimum inconvenience to residents and
property owners. Such a program is further designed to protect the
health, safety and general welfare of the Village of Liberty.
As used in this local law, the following terms
shall have the meanings indicated:
RECYCLABLES
Discarded material which may be reclaimed, comprised of solid
waste in the form of paper, clear glass bottles and jars, plastic
and corrugated cardboard boxes which may be further defined as follows:

A.
Paper, newsprint and mixed paper. Recyclable newsprint includes
newspapers, Sunday magazines, advertising inserts and mailed advertising
sheets on newspaper stock, magazines, junk mail, file folders, telephone
books, advertisements, reports, hard- and soft-cover books, stationery,
wrapping paper (without foil), cereal boxes, milk and juice cartons
and frozen food boxes.
B.
Clear (which may be colored) glass bottles and jars. Recyclable
bottles and jars do not include ceramics, window glass, safety glass
or mirrors.
C.
Bimetallic cans. Recyclable bimetallic cans do not include aerosol
cans or cans contaminated with toxic chemicals, as that term is defined
in federal, state, county, town or local laws, rules and regulations.
Pie tins and aluminum foil are acceptable as recyclables.
D.
Plastics. Recyclable plastics include all #1 through #7 plastic
containers. Examples of these types of plastics include beverage containers
milk, cider, orange juice and water jugs and liquid detergent and
bleach bottles. Plastic toys and foam products are not recyclables
and are excluded from its definition.
E.
Corrugated cardboard boxes. Recyclable corrugated cardboard
boxes include packing and shipping boxes that are clean and dry and
free of wax or plastic coatings.
