A. 
General. The term of office, manner of election, qualifications and removal of the Treasurer and the procedures for filling vacancies in the office of Treasurer shall be as provided in §§ 4.01 through 4.04 of the Charter.
B. 
Powers and duties. The Treasurer shall have those powers and duties prescribed by law, the Charter and ordinance, including the power and duty to:
(1) 
Receive, deposit and record all moneys due the Township or collectible by the Township, as provided in § 4.05 of the Charter and Article V of this chapter.
(2) 
Disburse and record disbursements of Township money as provided in § 4.05 of the Charter and in Article V of this chapter.
(3) 
Collect the Township property tax as provided by ordinance.
(4) 
Enter and collect surcharges against elected or appointed Township officials or employees as provided in § 4.05 of the Charter and in § 5-11 of this chapter.
C. 
Compensation and expenses. For the performance of his/her duties for the Township, the Treasurer shall be paid $26,000 per annum, which shall be paid to him/her in the form of annual compensation in 12 equal monthly payments. In addition, the Township shall pay such actual printing and postage expenses as shall be incurred by the Treasurer in the performance of his/her duties as Treasurer. The Township shall also provide adequate office space and equipment for the performance of these duties by the Treasurer. The Treasurer shall receive no compensation or commission on money borrowed by the Township either as a temporary loan or loans in anticipation of taxes levied and to be collected during the then current fiscal year or on bonds issued. The Treasurer shall receive no other compensation of any kind from the Township for the collection or receipt of Township moneys or for the performance of duties of his/her office as Treasurer, provided that nothing herein shall in any way affect his/her right to commissions or compensation for the collection of state, county and school district taxes. Nothing in this section shall be construed as to prohibit the Treasurer from collecting fees charged for tax certifications of the payment of Township real estate taxes as permitted by Ordinance No. 93-22, as enacted by the Board of Commissioners on December 7, 1993.[1]

A. 
General. The qualifications, compensation and the procedure for appointment and removal of the Manager shall be as provided in §§ 5.01, 5.02 and 5.04 of the Charter.
B. 
Powers and duties. The Manager shall be the chief administrative officer of the Township and shall have those powers and duties prescribed by law, the Charter and ordinance, including the power and duty to:
(1) 
Administer and enforce those personnel policies and regulations required by the Charter, by law, by ordinance and by resolution of the Board, except in those specific instances where other provisions for administration and enforcement have been specified by ordinance or contract.
(2) 
Develop and maintain employment records reflecting all aspects of the service of Township employees.
(3) 
Authorize a department head or other employees responsible to the Manager to appoint, suspend and remove subordinates serving under that department head or official.
(4) 
Designate an employee to temporarily perform the duties of any office or position which is vacant until the office or position is filled in accordance with the Charter and this chapter.
(5) 
Prescribe such administrative rules, practices and procedures as shall be deemed necessary or expedient for the conduct and operation of administrative departments and revoke, suspend or amend any rules, practices or procedures by whomever prescribed, unless contained in an ordinance, a contract or resolution adopted by the Board, and make such rules, practices and procedures available to affected employees and for public inspection.
(6) 
Investigate or inquire into the operations of any department.
(7) 
Overrule or set aside any action taken by a department head.
(8) 
Assign any employee to any department requiring the services of that employee; provided, however, that such assignment is appropriate to and consistent with the personnel classification of the employee and applicable personnel rules and regulations.
(9) 
Refer, when required, Board actions to other advisory or governing bodies for consideration or action and keep the Board informed.
(10) 
Report to the Board at such time as it may require on the coverage, expiration date and premium of each surety bond and contract of insurance, the nature and terms of outstanding leases and their expiration dates.
(11) 
Appoint, suspend or remove an Assistant Manager subject to approval by the Board, as provided in § 5.03 of the Home Rule Charter.

A. 
General. The qualifications, compensation and the appointment of the Secretary shall be as provided in §§ 2.07 and 6.08 of the Charter. The Manager shall be responsible for overseeing such duties of the Secretary as the Board may from time to time specify.
B. 
Duties. The Secretary shall have those duties prescribed by law, the Charter and ordinance, including the power and duty to:
(1) 
Serve s Secretary of the Board and of standing Committees of the Board, to attend all regular and special meetings of the Board and of such Board committees as the Board may require and to take, retain and have custody of all Board and committee minutes.
(2) 
Provide, subject to prior review by the Township Solicitor, for the distribution, posting and advertising of all proposed and adopted ordinances, as provided in §§ 3.03 through 3.05 of the Charter.
(3) 
Attest to all ordinances enacted by the Board and have custody and maintain official copies of all Township ordinances, as provided in §§ 3.07 and 3.08 of the Charter.
(4) 
Draft, subject to review by the Township Solicitor, traffic ordinances and general resolutions as requested by the Manager for Board consideration.
(5) 
Serve as the Secretary to such Township boards and commissions as the Board shall designate and have custody of and maintain official copies of the minutes of all Township boards, commissions and authorities.
(6) 
Index, codify and maintain the official file of all Board resolutions having to do with the operation of Township government and make copies of the codified resolutions available for the use of Township officials and interested citizens. Also maintain the codification of ordinances known as the "Code of the Township of Radnor."
(7) 
Serve as the depository and custodian of all official surety bonds furnished by or on account of any official or employee of the Township, except for those required by law to be deposited with some other person; of all insurance policies upon or with respect to any risk insured for the benefit of the Township or to protect it against any claim, demand or liability whatsoever; and of all formal contract for work, labor, services, supplies, equipment and materials to which the Township may be a party.
(8) 
Serve as the depository and custodian of all performance bonds other than cash running to the Township as obligee or of any other form of security given by any contractor, subdivision developer or other person on account of work done or to be done in and for the Township.
(9) 
Have custody of all leases and deeds of property owned by the Township.
(10) 
Cause the Corporate Seal of the Township to be affixed to instruments and writings when authorized by ordinance or resolution of the Board or when necessary to exemplify any document on record or to certify any act or paper, which from the records shall appear to have been a public act of the Township or a public document.
(11) 
File workers compensation claims and maintain workmen's compensation records under the supervision of the Finance Director.
(12) 
Maintain the records of all claims against the Township and on behalf of the Township under the supervision of the Finance Director.
(13) 
Provide, in January of each year, public notice of the projected calendar of regular meetings of the Board and of other Township boards, commissions and authorities, as provided in § 6.08 of the Charter.
(14) 
Provide, subject to prior review by the Township Solicitor, public notice of special meetings of the Board and special meetings of Township boards, commissions and authorities or changes in the dates, times and places of regular meetings on the calendar.
(15) 
Provide, subject to approval by the Township Solicitor, other public notices required by law, the Charter, ordinance or as may be ordered from time to time by the Board.
(16) 
Assemble and, with Board approval, provide for the dissemination and distribution of the Annual Report, as provided in § 2.11 of the Charter.
(17) 
Receive, refer and respond to inquiries from residents and the public pertaining to public records and provide access thereto and copies of such records.
A. 
General. The qualifications, compensation and the appointment of the Township Solicitor shall be as provided in § 6.06 of the Charter.
B. 
Duties. The Township Solicitor shall have those duties prescribed by law, the Charter and ordinance, including the duty to:
(1) 
Attend meetings of the Board as required and serve as parliamentarian of such meetings and attend meetings of such other Township boards, commissions and authorities as the Board may request from time to time.
(2) 
Advise and assist the Board, members of the Board and the Manager and Secretary in drafting proposed ordinances.
(3) 
Advise and assist the Secretary in preparing public notices of regular and special meetings of the Board and of other Township boards, commissions and authorities and of other Township business requiring public notice and approve such notices prior to legal advertising and posting.
(4) 
Approve for legality all contracts, agreements or other legal documents prior to execution by authorized Township officials.
(5) 
Furnish the Board, committees of the Board and the Manager, when requested, his opinion upon any question of law which may be submitted to him by any of them in their official capacities.
(6) 
File all liens as required.
(7) 
Perform such other functions as required in § 6.06 of the Charter.
