A Fingerprint Analysis Unit shall be established
for the purpose of providing cooperative fingerprint analysis and
identification services for said municipalities and said municipalities hereby legally bind themselves as follows.
The purpose of the Fingerprint Analysis Unit
will be to provide analysis and comparison of any and all fingerprints
arising from a violation of state and federal laws.
This agreement shall be for an indefinite term
subject to dissolution by the respective municipalities as hereinafter
set forth. It is the intention of the parties to continue the program,
if it is successful in meeting its goals, beyond the expiration date
of federal funding.
Boundaries of police districts for those individuals
participating in the Fingerprint Analysis Unit shall be the corporate
limits of the participating townships.
The local share of all costs incurred through
the Fingerprint Analysis Unit shall be divided equally among the five
townships. Such costs shall include but shall not be limited to wages,
employee benefits, travel, equipment supplies, operating expenses,
training and insurance.
Those individuals participating in the Fingerprint
Analysis Unit shall be subject to the existing policies of jurisdiction
and power of the municipality where they are working at any given
time. Such individuals shall be responsible to and supervised by the
Chief of Police in the township where they are working at any given
time.
A headquarters and laboratory space for the
unit shall be established at the Marple Police Building.
In the event that any township wishes to withdraw
from this agreement and participation in the Fingerprint Analysis
Unit, it may do so by giving six months written notice prior to the
start of the next fiscal year, which begins on December 11 of each
year.
