Unless the context specifically indicates otherwise,
the meanings of words and terms used in this Part 1 shall be as follows:
BOD (DENOTING "BIOCHEMICAL OXYGEN DEMAND")
The quantity of oxygen utilized in the biochemical oxidation
of organic matter under standard laboratory procedure in five days
at 20° C., expressed in milligrams per liter.
BUILDER
Any person who undertakes to construct any building, either
under contract or for resale.
BUILDING DRAIN
That part of the lowest horizontal piping of a drainage system
which receives the discharge from soil, waste and other drainage pipes
inside the walls of the building and conveys it to the building lateral,
beginning five feet outside the inner face of the building wall.
COMBINED SEWER
A sewer intended to receive both wastewater and storm- or
surface water.
DEVELOPER
Any person who subdivides land for the purpose of constructing
or causing to be constructed buildings for which provisions are required
to install wastewater disposal facilities.
EASEMENT
An acquired legal right for the specific use of land owned
by others.
ENFORCEMENT OFFICER
The Superintendent of Public Works or such other person as
may be designated by the Village Board of Trustees to perform the
duties herein conferred on the Superintendent of Public Works.

EQUIVALENT DWELLING UNIT (EDU)
A unit of measurement representing the estimated amount of
normal domestic wastewater discharged annually from one single-family
residence.

FLOATABLE OIL
Oil, fat or grease in a physical state such that it will
separate by gravity from wastewater by treatment in an approved pretreatment
facility. A wastewater shall be considered free of floatable fat if
it is properly pretreated and the wastewater does not interfere with
the collection system.
GARBAGE
The animal and vegetable waste resulting from the handling,
preparation, cooking and serving of foods.
INDUSTRIAL WASTES
The wastewater from industrial processes, trade or business
as distinct from domestic or sanitary wastes.
LATERAL, BUILDING
The sewer extension from the building drain to the public
sewer or other place of disposal.
LATERAL, STREET
The sewer extension from the main sewer to the property line.
NATURAL OUTLET
Any outlet, including storm sewers and combined sewer overflows,
into a watercourse, pond, ditch, lake or other body of surface or
ground water.
NYSDOT
The New York State Department of Transportation.
OUTSIDE REVENUE
Revenue from septic haulers, permit fees and sewer rents
from properties outside the Village of Owego.

OWNER
Any person having title to real property.
PERSON
Any individual, firm, company, association, society, corporation
or group.
pH
The logarithm of the reciprocal of the hydrogen ion concentration.
The concentration is the weight of hydrogen ions in grams per liter
of solution.
PROPERLY SHREDDED GARBAGE
The wastes from the preparation, cooking and dispensing of
food that have been shredded to such degree that all particles will
be carried freely under the flow conditions normally prevailing in
public sewers, with no particle greater than 1/2 inch in any dimension.
PROPERTY LINE
The boundary line of a public highway, street, alley, easement
or right-of-way controlled by the Village, which shall be the curbline
if connection is made in a public street.
PUBLIC SEWER
A sanitary sewer within the highway limits, easements limits
or other rights-of-way, including street laterals.
SANITARY SEWER
A sewer which carries liquid and water-carried wastes and
to which storm-, surface and ground waters are not intentionally admitted.
SEWAGE
The spent water of a community. The preferred term is "wastewater."
SEWER
A pipe or conduit that carries wastewater or drainage water.
SLUG
Any discharge of water or wastewater which in concentration
of any given constituent or in quantity of flow exceeds for any period
of duration longer than 15 minutes more than five times the average
twenty-four-hour concentration or flows during normal operation and
shall adversely affect the collection system and/or performance of
the wastewater treatment works.
STORM SEWER OR STORM DRAIN
A pipe or conduit used for carrying storm- and surface waters
and drainage, but excludes wastewater and industrial wastes.
SUSPENDED SOLIDS
Solids that either float on the surface of or in suspension
in water, sewage or other liquids and which are removable by laboratory
filtering.
TOTAL VILLAGE SEWER EXPENSE
An amount equal to:

The cost of the operation, maintenance and repair of the sewer
system; plus
(2)
The cost of interest on and amortization or payment of any indebtedness
which has been or shall be incurred for the construction or maintenance
of the sewer system or such part or parts thereof; plus
(3)
The cost of a reserve fund created for the replacement of any
of the parts or portions of the system.
UNPOLLUTED WATER
Water of quality equal to or better than the effluent criteria
in effect or water that would not cause violation of receiving water
quality standards and would not be benefited by discharge to the sanitary
sewers and wastewater treatment facilities provided.
VILLAGE
The Village of Owego, New York.
VILLAGE BOARD OF TRUSTEES
The duly elected Village Board of Trustees of the Village
of Owego or its authorized deputy, representative or agent.
WASTEWATER
A combination of the water-carried wastes from residences,
business buildings, institutions and industrial establishments, together
with such ground-, surface and stormwaters as may be present.
WASTEWATER FACILITIES
The structures, equipment and processes required to collect,
carry away and treat domestic and industrial wastes and dispose of
the effluent.
WATERCOURSE
A natural or artificial channel for the passage of water,
either continuously or intermittently.
