A. 
The words and phrases used in this chapter shall for the purpose of this chapter have the meanings respectively ascribed to them by Article I of the Vehicle and Traffic Law of the State of New York.
B. 
The following words and phrases shall have the meanings respectively ascribed to them in this section for the purpose of the interpretation of this chapter:
BICYCLE
Any vehicle consisting of an arrangement or combination of one or more wheels, supported by a frame, propelled by the feet acting upon pedals.
CROSSING
That portion of a public highway clearly indicated for pedestrian crossing by lines or other markings and the extension of the sidewalk space across intersecting streets.
CURBLINE
The prolongation of the lateral line of a curb or, in the absence of a curb, the lateral boundary line of the roadway.
DIAGONAL PARKING
The parking of a vehicle at an angle to the curb of not to exceed 45°.
EMERGENCY
All occasions or circumstances by reason of which a hazard is created and public safety and health are endangered.
HORSE
All domestic animals used as draught animals or beasts of burden.
INTERSECTION
The area bounded by the side lines, real or projected, of two or more public highways or streets which meet or cross each other.
MOTOR VEHICLE
All vehicles propelled by any power other than muscular power, except motorcycles, traction engines, road rollers, fire and police vehicles, tractors used exclusively for agricultural purposes, tractor cranes, truck cranes, power shovels, road building machines, snowplows, road sweepers, sand spreaders, well drillers, trucks with small wheels used in factories, warehouses and railroad stations and operated principally on private property and such vehicles as run only upon rails or tracks.
MUNICIPAL PARKING LOT
A plot or parcel of land or building owned and/or leased by the Village, not including streets, upon or within which the parking of vehicles is regulated by signs.
OFFICIAL TIME STANDARD
Whenever certain hours are named herein, they shall mean standard time or daylight saving time as may be in current use in the Village.
OFFICIAL TRAFFIC CONTROL
The exercise of that authority or command over the control or regulations of traffic by lawfully authorized officers or duly constituted authorities.
OFFICIAL TRAFFIC CONTROL DEVICES
All signs, signals, markings and devices not inconsistent with this chapter, placed or erected by authority of a public body or official having jurisdiction, for the purpose of regulating, warning or guiding traffic.
OFFICIAL TRAFFIC CONTROL SIGNALS
A signaling device, either hand, mechanically or electrically operated, in which different colors become visible for periods of time during which traffic shall comply with the meaning conveyed by the colors shown or all signs, signals, markings and devices not inconsistent with this chapter.
ONE-WAY STREETS
All public highways, streets, avenues, alleys or alleyways, parks and public places, on or over which traffic is restricted to one direction.
PARALLEL PARKING
The parking of a vehicle parallel to the curb or curblines with the wheels nearest to said curb or curblines at a distance not to exceed six inches therefrom.
PARK, PARKING OR PARKED
The stopping of a vehicle, motorcycle or motor vehicle upon any public highway or street and leaving such vehicle, motorcycle or motor vehicle unattended by a person capable of operating it for a period longer than necessary to load or unload passengers or freight.
PARKING SPACE
That part of any public highway or street designated by ordinance or regulation as the place for the standing of vehicles.
POLICE OFFICER
Every officer of the Municipal Police Department or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations.
PRIVATE ROAD OR DRIVEWAY
Every way or place in private ownership used for vehicular travel by the owner and those persons having express or implied permission from the owner, but not used by other persons.
PUBLIC HIGHWAY
Any highway, road, street, avenue, alley, alleyway, public place for traffic, public driveway or any other public way, boulevard or drive.
RAILROAD TRAIN
A carrier of persons or property upon cars, other than streetcars, operated upon stationary rails.
SIDEWALK
That portion of a street between the curblines or the lateral lines of a roadway and the adjacent property lines intended for the use of pedestrians.
STANDING
Any stopping of a vehicle, whether occupied or not.
STOP
When required, means complete cessation of movement.
STREET OR ROADWAY
Any highway, road, street, avenue, alley or alleyway, boulevard, drive, public driveway or other public way, and shall include that part of the public highway intended for vehicular travel.
TAXICAB ZONES OR STANDS
That area or space officially set apart for the standing or parking of buses and taxicabs during the interim between calls.
TRAFFIC INFRACTION
The violation of any provision of this chapter.
