This chapter shall be enforced by the Superintendent
of Public Works or other designated official who shall be appointed
by the Board of Trustees. No building permit, certificate of occupancy
or certificate of appropriateness shall be issued by him except in
compliance with the provisions of this chapter.
All applicants for building permits shall submit
two copies of a layout or plot plan drawn to scale and indicating
all of the dimensions. Such layout or plot plan shall show the exact
size and location on the lot of the building and accessory buildings
and the intended use of the buildings.
Building permits shall expire one year from
the date of issuance.
The Superintendent of Public Works shall maintain
a record of all certificates of occupancy and certificates of appropriateness,
and copies shall be furnished, upon request, to any person having
a proprietary or tenancy interest in the building affected.
Whenever a violation of this chapter occurs,
any person may file a complaint in regard thereto. All such complaints
must be in writing, and shall be filed with the Superintendent of
Public Works or other enforcing officer, who shall properly record
such complaint and immediately investigate any report thereon.
