The Board of Trustees for the Village of Plandome hereby finds that the condition of streets, berms and other public property, including Village-owned trees, impacts directly on the health, safety and welfare of the Village residents. In addition, the Board determines that the unrestricted use of Village lands and a lack of controls for maintaining public property can create hazards to pedestrian or vehicular traffic; endanger the environment and groundwater; depreciate property values, and lead to a deteriorating effect upon the neighborhood.
B. 
Therefore, this chapter is enacted to safeguard Village property, preserve green space, nurture environmental wellness, mitigate stormwater runoff and protect the integrity and safety of public roadways, all for the general good and welfare of the community as a whole.
