Village parking lots and the parking spaces
provided therein are established primarily for the convenience of
residents and employees of the Village, to regulate the flow of traffic
and for reasons related to public safety and security. Such parking
places shall be used exclusively by the residents and employees of
the Village, and no other persons shall use the same for any purpose.
No vehicle shall be parked or be permitted to stand in any parking
space or place within any Village parking lot without first obtaining
and thereafter holding a valid permit from the Village authorizing
such parking. Vehicles picking up or discharging passengers shall
wait only in designated areas.
Village parking lots are not public highways
for purposes of vehicular travel, and all traffic except incident
to parking and for purposes of pickup and discharge of passengers
by private vehicles and taxis is forbidden and prohibited. No Village
parking lot or parking space shall be used for commercial purposes
other than those approved by the Board, and no vehicles shall be washed,
serviced, repaired or dismantled while in any Village parking lot
unless necessary to remove a car that became disabled after being
legally parked. No trucks, commercial vehicles, tractors, tractor-trailer
combinations or buses shall be parked in any Village parking lot except
for taxis licensed by the Village. Use of the parking spaces designated
for Postal Patron Only shall not be a commercial use for the purposes
of this chapter.
The areas described (all within the Village)
and designated below are hereby designated Village parking lots:
Parking Lot No. 1 (Station Plaza): the paved
area now laid out, or as hereafter changed, which lies north of Stonytown
Road, east of the railroad tracks and west and south of the Village
line.
Parking Lot No. 2 (Stonytown Road): the paved
area now laid out, or as hereafter changed, which lies south of Stonytown
Road, east of East Drive and west and north of other Village-owned
property.
Parking Lot No. 3 (Village Hall): the paved
area now laid out, or as hereafter changed, which lies west of the
Village Hall building on South Drive.

All parking permits required by this chapter
shall be issued subject to the approval of and revocation by the Board
of Trustees which may require such applications and proofs of eligibility
as are consistent with the purposes of this Article. All vehicles
for which permits shall be issued shall have said permits conspicuously
displayed on such place or places as designated by the Board of Trustees.
All permits shall bear the expiration date of such permit, the number
of such permit, the year for which issued and the state registration
number of said vehicle for such year. Permits shall be limited to
two (2) permits per address or such limit as may be fixed and established
by the Board of Trustees. Applicants for permits must be residents
of the Village. Permits issued to residents who move from the Village
immediately become void, shall expire without notice and shall be
deemed revoked as of the date of moving from the Village.
A. Fee. The fee for each such parking permit shall be
the amount as may be fixed and established by the Board of Trustees
from time to time.
B. Permits not transferable. No permit shall be transferable
to another person or vehicle without prior approval of the Board of
Trustees, and no one may give, lend or make available to any other
person a parking permit for any purpose. Permit holders shall surrender
any permit issued to a vehicle which is being sold or otherwise disposed
of. In addition to all other penalties provided for in all applicable
laws, ordinances, or regulations as adopted by the Board of Trustees,
any permit given, transferred, lent or otherwise misused in violation
of this Article shall be deemed automatically revoked.
C. Period of validity. The permit shall be valid, unless
revoked, for and during the calendar year for which it is issued and
which is shown thereon.
D. Lost or stolen permits. It shall be the duty of any
person to whom a parking permit has been issued pursuant to the provisions
of this section to promptly report any stolen or lost permit to the
Village Clerk and to submit a statement setting forth the facts and
circumstances and all other details regarding such loss on appropriate
forms to be supplied by the Village Clerk.
The holder of a valid permit and/or the vehicle
itself shall enter the parking lot at such points or places as the
Village may designate by appropriate signs marked ENTRANCE and shall
leave the parking lot as the Village may designate by appropriate
signs marked EXIT. The holder of such permit shall park that vehicle
in such parking space within the lines or other markings established
therefor and shall in all respects abide by the rules and regulations
of the Village for the parking of vehicles therein. It shall be unlawful
and a violation of this chapter to park any vehicle across any such
line or marking or to park said vehicle in such position that the
same shall not be entirely within the area so designated by such lines
or markings.
