A. 
When work undertaken pursuant to a valid building permit is completed, the property owner shall make application to the Village for a certificate of occupancy or completion on the form provided by the Village. Said form shall:
(1) 
Contain a certification by the contractor, architect or engineer that the work has been completed in accordance with the terms of the building permit and that such work in all respects complies with the provisions of this chapter. If there are any exceptions to such compliance, such exceptions shall be specifically enumerated.
(2) 
Be accompanied by an updated survey showing the work completed under the permit (unless specifically waived by the Building Inspector), a fire underwriters' certificate and any additional fee that may be required.
B. 
When the Building Inspector is satisfied that the work, as completed, complies with the provisions of the building permit, this chapter and other applicable ordinances, he shall issue a certificate of occupancy or completion to such effect. If there are exceptions, the Building Inspector shall defer issuance of a certificate of occupancy or completion until the exceptions have been satisfied or may issue a conditional certificate containing such conditions as he may determine, which shall be subject to revocation if the exceptions are not satisfied within a period of time fixed by him.
C. 
The Building Inspector shall have the right, for reasons of public health or safety, at any reasonable hour, upon the showing of proper credentials and in the discharge of his duties, to enter upon any building, structure or premises for which a building permit has been issued, and no person or animal shall interfere with or prevent such entry. The application for a building permit shall be conclusively deemed consent to the aforementioned entry.
D. 
It shall be unlawful to use or permit the use of any building or part thereof unless a certificate of occupancy has been duly issued for said building.
E. 
Failure to obtain said certificate shall result in the automatic extension of the building permit, as provided for under this chapter, with the imposition of the associated fees until such time as said certificate is issued. For any period of time after the termination of the last such extension of the original building permit allowed under this chapter (18 months from the original issue date), there shall be imposed a fee of $50 per month or fraction thereof until a valid certificate of occupancy is issued. This monthly fee shall be in addition to any other fees or charges that may be imposed under this code.
