All dogs within the Village of Pleasantville four months of age or older, unless otherwise exempted, shall be licensed. The owner of each dog required to be licensed shall obtain, complete and return to the Village of Pleasantville a dog license application, along with the dog license fee, any applicable license surcharges and such additional fees as may be established by the Village of Pleasantville as set forth in the Master Fee Schedule.
A. 
Each license application shall be accompanied by proof that the dog has been vaccinated against rabies or a statement from a licensed veterinarian that such vaccination would endanger the dog's life, in which case vaccination shall not be required.
B. 
Each license shall be valid for one year and shall not be transferrable.
C. 
Exemptions. There shall be no fee for any license issued for any guide dog, hearing dog, war dog or police work dog. Each copy of any license for such dogs shall be conspicuously marked "Guide Dog," "Hearing Dog," "War Dog," or "Police Work Dog," as may be appropriate.
D. 
Dogs owned by persons over 65 years of age. The first two dogs owned by one or more persons each of whom is 65 years of age or over are exempt from payment of the Village fee for dog licenses.
E. 
An additional fee will be added to the license fee for any unspayed or unneutered dogs as set forth in the Master Fee Schedule.
