Excepting those hydrants under control of the
village as set forth in the agreement between the village and the
Fire District, all standpipes, hydrants or private fire service connections
will be maintained by the owner(s).
All applications for private fire service connections
shall be made, in writing, to the Superintendent or may be referred
by the Village Building Inspector. The owner shall be responsible
for all costs borne by the village in review of said application and
inspections upon installation.
The size of the private fire service connection
shall be determined by the appropriate building codes, but in no instance
shall exceed eight inches.
The entire fire service system shall be subject
to testing, inspection and approval of the Superintendent prior to
being placed in service.
When the customer requests that his or her general service be taken from the same line that provides fire service, the Superintendent shall permit such joint use of its service line, provided that the customer's pipe for general service is connected to the private fire service line at a point between the main and any outlets and fixtures to be attached to such private fire service line and that a meter is conveniently located. Such dual service shall be subject to the approval of the proper fire insurance bureau. Irrespective if nonpayment arises from use of the service line for consumption or fire protection, all delinquent accounts are subject to termination as provided in §
179-50 of this chapter.
No water shall be taken or used other than for
extinguishing accidental fires, except for the purpose of testing
fire-fighting equipment. Such tests may be made only by receiving
permission from the Superintendent, who may require the test be conducted
with village personnel in attendance.

Hydrants and other fixtures connected with a
private service connection may be sealed by the Department of Public
Works, and such seals shall be broken only in case of fire or as specially
permitted by the Superintendent. The owner must immediately notify
the Superintendent of the breaking of any seal. Said notice may be
accomplished by paging through the Police Department.
Maintenance of a private fire service connection
located within the street will be performed by the owner under permit
and supervision of the Superintendent.
The owner assumes all liability for any losses
or damages resulting from fire or water which may occur due to the
installation or presence of a private fire service connection or any
pipe or fixture connected therewith and for any losses and damages
resulting from any leakage or other flow of water from said private
fire service connection or any of the pipes or fixtures connected
therewith and for any losses or damages resulting from any excess
or deficiency in pressure or supply due to any cause whatsoever.
A detector check valve with a bypass meter shall
be furnished and installed by the customer just inside the building
wall or other convenient location on the customer's premises between
any unmetered outlet connection and any general service connection.
The annual charge for private fire service connection
used exclusively for private fire service purposes and equipped with
detector check valves shall be made in accordance with the Master
Fee Schedule, adopted by the Village Board of Trustees, as amended
from time to time.
