A. 
All owners of premises located within the Town shall purchase a water meter at the rate set forth by Town Board resolution pursuant to § 212-22 of this chapter. Said record owner will be billed for water usage and a notice of amount owed will be sent to the residence unless an alternative address is provided and documented. This procedure will continue until the owner of the premises or the owner of the water meter notifies the Town that said water services should be discontinued pursuant to § 212-18 of this chapter. For all owners of premises within the town, an application for water service must be complete pursuant to § 212-10 of this chapter.
B. 
Water meters purchased prior to May 27, 1981, will be repurchased by the Town at the original price paid by the owner less the cost of replacing and repairing said meter thereby rendering the meter in good working condition. The record owner of said meter is the only individual entitled to said refund unless a written waiver is obtained by the Town from the same individual. Meters purchased after the above-referenced date will not be repurchased by the town.
Where a property owner in whose name water service is being furnished and who has purchased a water meter from the Town as of the effective date of this chapter transfers property ownership and notifies the Town of discontinuance of water service, the Town will purchase the water meter possessed by such owner at the price originally paid by the owner of such meter, less the cost of placing said meter in good condition and repair. At such time, if service is to be continued or renewed, an application for service must be completed by the prospective owner of such property in accordance with § 212-10 of this chapter, and a meter must be purchased from the Town in accordance with § 212-22 of this chapter.
Notwithstanding the continued billing of service to the nonowner occupant of the premises being serviced under this article, all arrearages shall become a lien attached to the property in question in accordance with Subdivision 3(d) of § 198 of the Town Law of the State of New York.
