A. 
Off-street parking space, with proper and safe access from a street, alley or driveway, shall be provided and maintained in accordance with the requirements established below.
B. 
All districts, existing parking. Structures and uses in existence at the date of adoption of this article shall not be subject to the requirements of this article so long as the kind or extent of use is not changed, and provided that any parking facility now serving such structures or uses shall not in the future be reduced below such requirements.
A. 
Location of parking spaces. Required off-street parking spaces shall be on the same lot or premises with the principal use served. Nothing in this section shall be construed to prevent the collective provision of off-street parking facilities for two or more buildings or uses, provided that the total of such off-street parking facilities provided collectively shall be not less than the sum of the requirements for the various individual uses computed separately.
B. 
Continuing character of obligation. All required parking facilities shall be provided and maintained so long as the use exists which the facilities were designed to serve.
C. 
Conflict with other uses. No parking area shall be used for any use that interferes with its availability for the parking need it is required to serve.
D. 
Precautions. Reasonable precautions shall be taken by the owner or sponsor of particular uses to assure the availability of required facilities to the employees or other persons whom the facilities are designed to serve. Such facilities shall be designed and used in such a manner as to at no time constitute a nuisance or a hazard or unreasonable impediment to traffic.
E. 
Use restriction. No commercial vehicle exceeding three-fourths-ton manufacturer's rating may be stored on a residential lot.

A. 
All parking, loading or service areas used by motor vehicles shall be located entirely within the lot lines of the property or center.
B. 
Parking shall be solely for patrons, occupants and employees.
C. 
Bumper curbs shall be furnished, located a minimum of five feet from the edge of the parking lot.
D. 
The following requirements apply for individual zoning districts:

(1) 
C-2. No service, loading or parking area in a commercial or commercial office district shall be located between a main building and a street unless authorized by the Township Board of Supervisors as part of a use allowed as a conditional use or authorized by the Township Zoning Hearing Board as part of a use allowed as a special exception. In no case, however, shall the distance between the street right-of-way line and the portion of a lot used for parking be less than 20 feet.
(2) 
R-A, R-AH. Off-street parking space may be provided as an individual garage, carport or parking compound adjacent to or near the apartment it serves, but not closer than 20 feet to an apartment wall containing windows or 10 feet to a bank wall, except when located within the apartment house.
(3) 
PRD. All parking areas shall be a minimum of 50 feet from all structures (access roads and traffic arterials).
E. 
No more than 60 parking spaces shall be accommodated in any single parking area.
F. 
The minimum number of parking spaces shall not be met by permitting on-street parking on any street whether public or private. Each single parking area shall be separated from others by a buffer strip and landscaping described below in § 210-201, Landscaping (or Article XXI).

A. 
The design standards specified below shall be required for all off-street parking facilities with a capacity of five or more vehicles built after the effective date of this Article XXII:
(1) 
The minimum dimensions of stalls and aisles shall be in accordance with § 160-44 of the Concord Township Code, Chapter 160, Subdivision and Land Development.
(2) 
All handicapped parking spaces shall be in accordance with the requirements of the Americans with Disabilities Act (ADA) of 1990, P.L. 101-336, as may be amended from time to time, which shall be located as close as possible to the entrance of the building.
B. 
Parking spaces shall be clearly delineated by painted lines or markers as defined within § 160-44 of the Concord Township Code, Chapter 160, Subdivision and Land Development.
C. 
Off-street parking facilities shall not be reduced in total extent after their provision except upon the approval of the Zoning Hearing Board and then only after proof that, by reason of diminution in floor area, seating area, the number of employees or change in other factors controlling the regulation of the number of parking spaces, such reduction is in conformity with the requirements of this article.
D. 
Service requirements. Areas for loading and unloading of delivery trucks and other vehicles and for the servicing of refuse collection, fuel and other service shall be provided and shall be adequate in size and shall be so arranged that they may be used without blockage or interference with the use of accessways or automobile parking facilities.
E. 
Fire protection. See Article XXIV, § 210-220.
F. 
General requirements. As a general requirement, each use in the Township shall provide sufficient off-street parking area to serve its users. In the event that a particular use requires more parking area than is prescribed in § 210-197 and additional area is available for parking on the lot on which such use is conducted, the Township may require that all or part of such area be provided for parking, even if the total area for parking exceeds the minimum specified in § 210-197.
G. 
Minimum standards. Subject to the general requirements for off-street parking, off-street parking space, with proper access from a street, alley or driveway, shall be provided in all districts in the amounts indicated below. Such parking space shall be provided on any lot on which a dwelling is hereafter erected or converted or, in the case of any other use, on or near the lot on which any main building is hereafter erected or converted. In no case shall the number and arrangement of parking spaces provided or the area devoted to parking be less than the minimum requirements of this section, without the approval of the Township Supervisors. Where the computation of required parking space results in a fractional number, any fraction of the next higher number shall be counted as one.

Clubhouses and permanent meeting places of veterans, business, civic, fraternal, labor and similar organizations
1 per 50 square feet of aggregate floor area in the auditorium, assembly hall and dining room of such building, plus 1 per each employee
Dormitories, fraternity houses and sorority houses
1 per every four beds, plus 1 per each employee thereof
Hospitals

Outdoor parking or service areas for use open to the public and the approaches thereto shall be paved according to Township specifications and shall be graded, properly drained and maintained in good condition.
A. 
Provision shall be made for safe and efficient ingress and egress to and from public streets and highways serving the development without undue congestion to or interference with normal traffic flow. The Planning Commission shall satisfy itself as to the adequacy of the thoroughfare to carry the additional traffic engendered by the complex as well as to the street frontage of the proposed district.
B. 
No plan or proposal shall be approved which is likely to create substantial traffic hazards endangering the public safety. Safety requirements which may be imposed where appropriate in such a review shall include traffic control devices, acceleration or deceleration lanes, turning lanes, traffic and lane markings and signs. The developer shall be responsible for the construction of any necessary traffic control devices or additional acceleration lanes required by the State Department of Transportation and/or Township in the case of egress to major thoroughfares.
C. 
Each required off-street parking space shall open directly upon an aisle or a driveway of such width and design as to provide safe and efficient means of vehicular access to such parking space in accordance with the applicable standards.
D. 
Access to a nonresidential use and its related off-street parking shall be from a street where over 50% of the frontage on both sides of a street is nonresidential in use.
E. 
Where possible, exits shall be located on service streets and minor highways rather than directly on major streets or highways.
F. 
Parking areas shall be designed to permit each motor vehicle to proceed to and from the parking space provided for it without requiring the moving of any other motor vehicle.
G. 
The interior circulation of traffic on a lot or tract shall be designed so that no driveway or street providing parking spaces shall be used as a through street. If parking spaces are indicated by lines with angles other than 90°, then traffic lanes shall be restricted to one way to permit head-in parking.
H. 
Interior drives providing access to each lot within the site shall be designed with curvatures so as to prevent blockage of vehicles entering or leaving the site.

I. 
Parking, loading or service areas used by motor vehicles shall be located entirely within the lot lines of the development and shall have not more than two access roads to any one public street for each 500 feet of frontage.
J. 
All accessways to any public street or highway shall be located at least 200 feet from the intersection of any two street lines, and all vehicular entrances and exits to parking areas shall be clearly designated for all conditions.
K. 
The width of entrance and exit drives shall be:

A maximum of 15 feet at the curbline for one-way use only.
(2) 
A maximum of 25 feet at the curbline for two-way use.
L.

A. 
All driveways, aisles, maneuvering spaces, vehicular service areas or spaces between or about buildings, other than those relating to a dwelling, shall be adequately illuminated.
B. 
All outside lighting, including sign lighting, shall be directed in such a way as not to create a nuisance in any agricultural, institutional or residential district, and in every district all such lighting shall be arranged so as to protect the street or highway and adjoining property from direct glare or hazardous interference of any kind. Any luminary shall be equipped with a glare shielding device approved by the Township Engineer. The height of any luminary must also be approved by the Township Engineer and be less than 25 feet.
C. 
The parking and loading and ingress and egress of any use within every zoning district shall be provided with a minimum of footcandle illumination so that the average maintained footcandle level shall conform to the lighting intensities listed in the Illuminating Engineering Society of North America's latest volume for each type of area to be illuminated, with site lighting luminaries provided and so spaced as to provide an acceptable lighting environment for pedestrian safety.
