This chapter shall be enforced by the enforcement officer. The enforcement
officer or such other person or persons who may be authorized by the Village
Board are authorized and shall have the right, in the performance of duties,
to enter any manufactured housing park and make such inspections as are necessary
to determine satisfactory compliance with this chapter and regulations issued
hereunder. Such entrance and inspection shall be accomplished at reasonable
times and in emergencies whenever necessary to protect the public interest.
Owners, agents or operators of a manufactured housing park shall be responsible
for providing access to all parts of the premises within their control to
the enforcement officer or to such other persons as may be authorized by the
Village Board. A copy of this section shall be delivered to each lessee or
owner of a manufactured home unit in said park with each lease or other agreement
of occupancy entered into between the owner of the park and the lessee or
owner of each separate manufactured home unit within the park, and each lease
or other agreement of occupancy entered into between the owner of the park
and the lessee or owner of each separate manufactured home unit within the
park shall contain a provision that the village reserves the right to inspect
each manufactured home unit and shall specifically refer to this section.
It shall be the duty of the enforcement officer to:
A. Cause periodic inspections for required renewal of occupancy
certificates, at least annually.
B. Investigate all complaints made under this chapter.
