This chapter shall be enforced by the Code Enforcement
Officer, who shall be appointed by the Village Board for such term
as the Board may determine, provided that the duration of such term
is not in excess of any period prohibited by law or ordinance. The
Village Board, if circumstances warrant, shall have the power to appoint
additional officers, either on a temporary or permanent basis.
A.
No building permit or certificate of occupancy shall
be issued by the Code Enforcement Officer and no permit or license
for any purpose shall be issued by any official of the Village if
the same is in conflict with the provisions of this chapter.

B.
No building shall be erected, moved, structurally
altered or enlarged and no excavation for any building shall be begun
within the Village of Groton without a building permit. No building
permit shall be required for normal maintenance and repair work, for
painting, interior decoration, landscaping and the construction of
any structure, such as a utility shed or animal shelter, where the
total floor area is 60 square feet or less. Such building permits
are to be issued by the Code Enforcement Officer after a review of
the work proposed.

C.
Where the proposed construction, alteration or use of the building is in violation of any of the provisions of this chapter, no building permit shall be issued except on written order of the Board of Appeals after an appeal has been made and the Board of Appeals has acted in accordance with Article XV, Appeals, of this chapter.
D.
Unless there has been substantial progress in the
work for which a building permit has been issued, the permit shall
expire within one year from the date of issue.
E.
Every application for a building permit shall be accompanied
by:

(1)
A plot plan showing all dimensions, the size and shape
of the lot, the buildings or other improvements on or to be erected
thereon and such other information as may be required by the Code
Enforcement Officer.
(2)
Such other documents as may be reasonably required
by the Code Enforcement Officer.
F.
No permit shall be issued unless the owner or lessee
of the premises or his duly authorized agent completes and signs all
applications on such forms as shall be provided by the Village and
containing such additional information as may be required by the Code
Enforcement Officer to determine and provide for the enforcement of
this chapter.

G.
Any permit issued shall be left on the premises until
the full completion of the work authorized and the issuance of a certificate
of occupancy.
H.
Each application for a building permit shall be accompanied
by such fee as shall be established from time to time as the Village
Board, by resolution or law, shall adopt, a copy of which shall be
kept by the Code Enforcement Officer with the copy of this chapter.

A.
No building, structure or other improvement on land
hereafter erected, changed, altered or extended shall be used or occupied
and no change in the use of land after the effective date of this
chapter unless a certificate of occupancy shall have been issued by
the Code Enforcement Officer. Such certificate shall be issued only
after the premises have been inspected by the Code Enforcement Officer
and, in the case of a building, structure or other improvement, after
the work thereon has been completed.

B.
Nonconforming use. A certificate of occupancy on nonconforming
uses or structures must state that it is a valid nonconforming use
or that any extension, change or renewal of a nonconforming use has
been approved by the Board of Appeals or otherwise under the law.
C.
The Code Enforcement Officer shall maintain a list
of all certificates, and copies shall be issued upon request to any
person having an interest in the premises.

D.
Every application for a certificate of occupancy shall
be accompanied by such fee as shall be established from time to time
by the Village Board by resolution or law, a copy of which resolution
or law shall be kept by the Code Enforcement Officer, with a copy
of this chapter.

No building permit or certificate of occupancy
issued under the terms of this article shall become or remain valid
unless the holder thereof has complied with the applicable provisions
of the Tompkins County Health Department Sanitary Ordinance.

Without limiting any power which the Board of
Trustees, the Code Enforcement Officer or the Board of Appeals may
have to revoke a permit or certificate of occupancy under any provisions
of this chapter or of any other law or ordinance or under any other
circumstances under which such permit or certificate may be revoked,
the Code Enforcement Officer or the Board of Trustees may revoke any
such permit or certificate if it was issued in violation of any provisions
of this chapter or if it was issued for a use or purpose prohibited
or not permitted by this chapter, or if it was issued illegally or
without authority or if there is a failure to comply with any of the
conditions under which any such permit or certificate was issued.
