The Supervisor is authorized to release or return to an insured, upon
such terms as he may determine, the proceeds or any part thereof of a fire
insurance policy upon which a lien shall have been attached pursuant to § 22
of the General Municipal Law of the State of New York upon an agreement, in
writing, signed by such insured to restore the affected property to the same
or improved condition it was in prior to the time the lien arose.
