No person, firm or corporation shall store or keep on any premises in the Village of Hastings-on-Hudson, or carry or convey over, through or upon any of the streets of said village, any dynamite or other explosive without a permit so to do issued by the Manager of said village pursuant to a resolution adopted by the Board of Trustees of said village authorizing the granting of such permit.
Any person, firm or corporation violating the provisions of this article shall incur a penalty of $100 for each offense.

It shall not be lawful for any person to fire or set off any gunpowder, squib, rocket, firecracker or fireworks, or to fire any cannon, gun or pistol, in any part of the Village of Hastings-on-Hudson.
It shall be unlawful for any person to sell or offer for sale within the village any blank cartridges, pistol, cannon, firecracker, torpedo canes for firing ammunition, or any ammunition commonly known as "car-track ammunition," and any and all kinds, within said village.
No person shall place upon any street, railway or railroad track in the village any explosive of any sort whatsoever to be discharged by contact with the wheels or any portion of cars or vehicles passing thereover.
Nothing in this article contained shall be construed to prevent the firing of salutes under written permits therefor to be granted by the Mayor of the village, nor to prevent the use of explosives in blasting operations in the quarrying of rock and stone and in such other work requiring the use of explosives.
Any person violating any of the provisions of this article shall be deemed guilty of a misdemeanor.
